Description
This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA National Marine Fisheries Service (NMFS) Pacific Island Fisheries Science Center located in Honolulu, Hawaii has a requirement for a contractor to test circle hooks with appendages for sea turtle bycatch in Peru and Ecuador. The contractor will conduct sea trials of small size 13/0 circle hooks with appendages in comparison with the commonly used J hook and with large size 16/0 circle hooks in the longline fisheries of Peru and Ecuador. At least ten (10) longline sets of about 2,000 hooks per set, total of 20,000 hooks will be completed with the different hooks types alternating along the line in each fishery. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 235 (c) (1), Only One Responsible Source. The government identified Inter-American Tropical Tuna Commission (IATTC) as the only qualified source who can complete work under this project. The IATTC has been conducting such research since 2003, including project testing circle hooks. The contractor is able to analyze results in conjunction with the results on similar hook studies which they have collected in previous experiments. The government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to IATTC without further notice. A firm fixed price purchase order will be issued with start date of April 1, 2006 and end date of August 30, 2007. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
