Description
The NATO Procurement and Supplies Service has released an official notification of Call for Bids regarding the removal of asbestos from the NATO Headquarters site in Brussels, Belgium. SCOPE OF PROJECT The project covers the working drawings, transportation, specialized labor, works and services required to remove asbestos applications from the NATO Headquarters site located on Boulevard Leopold III, 1110 Brussels. The contract also includes the supply and installation of replacement materials for both the rough work and finishing. Preparation time is set at 30 working days after formal notification of the order for the purpose of setting up the work site, preparing the work plan and permit applications, and securing authorizations. On-site work time is set at 4 calendar months from begin date to end date. The work will be carried out by a firm possessing a NATO Facility Security Clearance and expert personnel with individual security clearances. All contractors and their personnel must have the same clearances. ELIGIBILITY REQUIREMENTS Please note that any firm wishing to submit a bid must attend one of two MANDATORY site visits: 13 March 2006 at 2:00 pm and 16 March 2006 at 2:00 pm. Given the nature of the project, strict security measures apply, including during the site visit, at which time confidential documents will be turned over to the bidders. Those bidders wishing to take part in a site visit must confirm by contacting Francoise Graveline by fax at 011-32-2-707-4927 no later than 3 March 2006, providing the following: 1. A copy of the facility security clearance certificate issued by their national government (indicating the name and address of the firm, security level and clearance expiration date) 2. Request to take part in the site visit, indicating the date of that visit as well as the last name, first name, date of birth, and nationality of those attending so that they may be granted access to the site Firms will only be notified about their participation in the site visit when they will NOT be allowed to attend. Participants must be in possession of a photo ID and arrive at least 15 minutes in advance. The meeting point will be at the Main Entrance to NATO Headquarters (Reception). Access will be on foot via the main site gate (near the national flags). Vehicles should be parked in the Visitor Parking outside the Main Entrance. BIDDING PROCESS If your firm would like to submit a bid, you will need to obtain copies of the General Contract Specifications, Special Contract Specifications, and Actions to be Taken. Electronic versions (PDF file) of these documents are available to U.S. firms from the U.S. Department of Commerce. To receive copies, send an email to Lcarpent@bis.doc.gov or dnewsom@bis.doc.gov. Bidders shall submit their bids IN TRIPLICATE (one original and two identical copies, including all required documents) in a sealed envelope, in the name of the firm, to which the enclosed official mailing label has been affixed, to the exclusion of any other method of submission. For a bid to be considered, it is ESSENTIAL for bidders to include the properly completed documents. Bids must reach the NATO Procurement and Supplies Service by 31 March 2006 at 4:00 pm CET (10:00 am ET).
