- The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for Dry Dock and Repair of the USCGC KATMAI BAY (WTGB-101), a 140 foot ice breaking tug. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The solicitation will be issued electronically on the FEDBIZOPPS web page on or about February 24, 2006 at http://www.fbo.gov/. Hard copies of the specification and solicitation will not be issued. The acquisition will be solicited full and open. The homeport of the vessel is Sault Ste, Marie, MI. All work will be preformed at the contractor?s facility. The performance period will be (49) calendar days with a start date on or about June 5, 2006. The scope of the acquisition is for dry docking and repairs to the USCGC KATMAI BAY (WTGB-101) including but not limited to the following Base and Option items: (1) Welding Repairs (2) Clean and Disinfect Potable Water Tanks (3) Clean Sewage and Grey Water Collection and Holding Tanks (4) Renew Hatches and Scuttles (5) Remove, Inspect, and Reinstall Propeller (6) Clean and Inspect Raw Water Air Cooler Heat Exchangers (7) Clean and Test Coolers (8) Preserve Transducer Hull Ring (9) Clean Ventilation Systems (10) Repair Re-Circulating Ventilation Enclosure (11) Overhaul and Renew Valves (12) Inspect and Test Relief Valves (13) Inspect Steering System (14) Overhaul Anchor and Anchor Chain (15) Perform Level I Inspection for Anchor Windlass Assembly (16) Perform Level I Inspection for Warping Capstan Assembly (17)Clean Sewage and Grey Water Piping Systems (18) Inspect and Preserve Hull Frame In Paint Locker (19) Preserve Underwater Body (20) Preserve Freeboard (21) Routine Drydocking (22) Provide Temporary Logistics (23) Provide Temporary Berthing (24) Provide Temporary Messing (25) Renew Life-line Stanchions (26) Modify Grey Water Pipe System (27) Inspect Chain Locker 28) Composite Labor Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. The following Geographic Restrictions applies to the USCGC KATMI BAY (WTGB-101): Great Lakes. All reference documents are available for viewing at 300 East Main Street, Suite 500, Norfolk, VA 23510-9102. Drawings are available on CD-ROM. The CD-ROM sets are available free of charge to contractors upon request [ten days from solicitation issuance]. MLCA must have ten (10) days advance notice to complete a CD-ROM set of drawings. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). Drawings are still available in hardcopy; however, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested drawings.
