- The National Geospatial ? Intelligence Agency (NGA) intends to solicit on a sole-source basis West Publishing Co. to provide specialized online search engine for legal research. A firm fixed priced contract is contemplated for one-year base and four 12-month option years. This notice of intent is not a request for competitive proposals. Authority for sole-source procurement is 10 USC 2304(c)(1) and FAR 6.302-1. This is a synopsis of intent to negotiate a sole source contract with West Publishing Co. NO SOLICITATION SHALL BE ISSUED. Responses must be received within 7 calendar days of the publication in Fedbizopps. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of this Government.
