Description
The Topographic Engineering Center (TEC) has a requirement for Geospatial Research, Intelligence, Development and Support (GRIDS).The purpose of this Request for Information (RFI) is to determine if there are sources capable of satisfying the governm ent's requirements. No proposals are being requested or accepted under this RFI. Feedback addressing the clarity, feasibility, scope, and potential alternative means of meeting the government's requirement is sought. The anticipated North American Industry Classification Syst em Code (NAICS) for these requirements is 541512. The business size standard is $23.0M. Your response should identify your business size (large or small) in relation to this NAICS Code. Contractor personnel will require DoD security clearances at least at the TOP SECRET/SCI level for key personnel. Handling of material up to a TOP SECRET/SCI is required. TOP SECRET Facility Clearance is required. Storage Clearances of at least the SECRET level are required. Capabilities Package: TEC is assessing the existence of sources and is requesting capability packages from industry on the requirements below. We are seeking for sources with a minimum of the top eleven (11) items and able to address their ability and/or a pproach with partners of 90% of the remaining functions. The top 11 items may or may not be the sole responsibility of a prime, but also with the partners. Interested Sources shall possess an in-depth understanding of the requirements listed below. Respons es must be limited to no more than 20 pages and must address the following specific areas: 1. Knowledge and experience in generic Geospatial Information Systems (GIS) development and analysis which includes identifying gaps in GIS science & technologies. 2. Knowledge and experience in establishing a distributive GES enterprise architecture using strategic and tactical communications for multi-Services. 3. Integration and execution of C4ISR concepts, processes and architectures and other emerging technologies. 4. Knowledge and experience in System(s) Engineering 5. Sustain and maintain a prototyping/integration GES facility 6. Knowledge and experience in the development and integration of various ISR payload types (including, but not limited to, EO/IR, LIDAR, RADAR, SIGINT, communications, etc.) into various platforms (from ground based to airborne). 7. Develop and execute Advanced Concepts Technology Demonstrations (ACTD) and Joint Capabilities Technology Demonstrations (JCTD) that are relevant to geospatial enterprise services (GES) and C4ISR concepts requirements. 8. Knowledge and experience in developing and delivering and documenting logical and physical data models to support integration and fusion of geospatial and other data from multiple sources with approved data dictionaries and standards. 9. Knowledge and experience in acquiring and fusing geospatial information and other sources (i.e. CI/HUMINT, SIGINT, MASINT, IMINT, etc.) from handheld devices to and thru National sources. 10. Knowledge and experience in developing geospatial services and web enabled architectures. 11. Have and be able to maintain a TOP SECRET/SCI level for key personnel with requisite knowledge and experience in the above areas. TOP SECRET Facility clearance is required. Storage clearances of at least the SECRET level are required. 12. Highlight future research requirements and enhance technology transition from research to systems and operations. 13. Examine and evaluate technologies and tools from Government, Academia, and Industry including C/JMTK tools. 14. Modeling and simulation analysis and development. 15. Provide knowledge on the architecture needed to support geospatial requirements and gaps that exists with current technologies. 16. Knowledge and experience in moving data to knowledge. 17. Perform 'what if scenarios' with data models, information, applications, Tactics, Techniques, and Procedures (TTP), and Concept of Operation s (CONOPS). 18. Ability and experience to identify the utility and implementation shortfalls of policy and procedures from various Military Commands. 19. Demonstrate and implement the capability of integrating and disseminating timely, accurate, and relevant geospatial information horizontally and vertically among echelons and agencies. 20. Demonstrate and implement the interoperability of Army, other Services, and other military systems (both coalition and Joint). 21. Operational support of C4ISR capabilities. 22. Provide in field operational support, both CONUS and OCONUS. 23. Database development, management, and integration. 24. Support the photogramtry sensor in its integration and operation. 25. Integrate and support other ERDC laboratory capabilities for C4ISR applications. 26. Database development and administration. Interested Sources are encouraged to submit product literature in response to this RFI. Any submission of such product literature or 'catalog cut sheets' will be treated separate from, and will have no bearing on, any subsequent evaluation of proposals sub mitted in response to any resulting future formal Request for Proposals (RFP). TEC will not pay for information or comments provided and will not recognize any costs associated with submission of comments. RESPONSES ARE DUE NO LATER THAN 24 FEB 2006, 10AM.
