Description
The U.S. Army Engineer District, New Orleans, has a requirement for Bryan Mound Raw Water Intake Structure  Booster Pumps. Contractor shall furnish all material, labor, tools, equipment, supplies and services required to supply barge-mounted booste r pumps or other barge-mounted pumping equipment necessary to provide pumping services at the RWIS located at the Strategic Petroleum Reserve site located at Bryan Mound. Contractor is to perform three continuous-duration raw water-pumping tests to determ ine the accessibility, physical constraints, and functionality of the Department of Entergy Strategic Petroleum Reserve facility. The work location is the Bryan Mound Raw Water Intake Structure located on the east bank of the Brazos River Gulf Outlet, 2-m iles south of Texas State Highway 36 Bridge. The RWIS is 0.5-miles west of the DOE/SPR crude oil storage facility. The storage facility is located near the City of Freeport, Texas, which is south of Houston. The applicable Standard Industrial Classifica tion (SIC) code is 3561 and the business size is 500 employees. The NAICS code is 333911. The requirement is unrestricted and is being procured as a firm fixed price contract under FAR 12, Commercial Items. This is a best value procurement action. The significant evaluation criteria at 52.212-2, EvaluationCommercial Items included in paragraph (a) of that provision is Technical Capability, Past Performance, and Price. For this procurement, technical capability is more important than past performance, when combined, are significantly less important than price. Solicitation W912P8-06-R-0110 will be available on or about February 17, 2006. All interested parties may download a complete solicitation package. Proposals are due on March 10, 2006 at 1000 hours. NOTE: Contractor must be registered with the Central Contractor Registration to be eligible for contract award or payment from any DOD activity.
