Description
ENVIRONMENTAL MANAGEMENT SERVICES The 102 Fighter Wing / MSC Massachusetts Air National Guard, 197 Granville Ave, Box 8, Otis ANG Base, MA. 02542-1330 PRE-SOLICIATION NOTICE APPROXIMATE SOLICIATTION ISSUE DATE: 17 February 2006 The US government anticipates issuing a Request for Quote for a 12-month period of performance with an award date not later than 1 April 2006. This requirement is for Environmental / Administrative Management Services to include the following core tasks t o be performed by the contractor as follows: Review and revise, as necessary, the following plans on an annual basis in accordance with each original publishing date, Refrigerant Management Plan (RMP), Air Quality Management Plan (AQMP), Halon Management Plan (HMP), Asbestos Management Plan (AMP), Le ad-Based Paint Management Plan (LBPMP), Compile monthly usage/operations data related to Otis Department of Environmental Protection (DEP) air permit reporting requirements under the comprehensive Plan Approval (CPA) NLT 10th day of the following month, C oordinate delivery of required shop reports each month (currently 13- possibly more in future per permit requirements), Compile 12 month running average reports Maintain and revise, as necessary, a Standard Operating Procedure (SOP) for entering, tracki ng and reporting monthly emissions. Adjust CPA emission factors to coincide with changes made by Federal State or Air Force, Air National Guard Entities and advise EMO, in writing, of changes NLT one week of implementation. Identify requirements / fundi ng necessary to maintain compliance. Compile and submit annual Source Registration and Emission Report to DEP, using information from, Coordinate Stage II Vapor Recovery Issues IAW AQMP: Train staff on inspection procedures and record keeping. Coordinate annual testing and certification for gasoline (MOGAS) above ground storage tanks (AST). Prepare annual submittal for DEP. Identify funding needed to maintain compliance within 30 days of end of fiscal year and as necessary throughout current fiscal year. Coordinate shop level data collection for Air Force biennial emissions inventory, POC in collection of shop-level data Prepare required documentation for USAF/ANG in required year of submittal and as necessary for review by EMO/Command Staff. Conduct an d report on investigations of indoor air quality issues on Otis ANGB property: (not to exceed 24 per year), Coordinate with Base Bioenvironmental Engineering Services Office. Serve as professional and training resource for mold and other Indoor Air Quality issues. Perform necessary sampling (supplies and analysis to be provided by Government) for all investigations and relative issues. Prepare report documentation for submitt al to EMO and Command Staff as required. Assist BCE in addressing cleanup activities including, but not limited to, post remedial checking on contractor performance. Coordinate Base responses to the quarterly National Guard Bureau/USAFs DUSD Data Calls (Not to exceed six data calls.) Coordinate with responding entities on facility and retrieve required information. Prepare submittal for EMO (NLT one week prior to submittal deadline). Identify funding needed to maintain compliance as necessary. Act as Environmental Management POC for Petroleum, Oils and Lubricants Section: Identify requirements needed to maintain compliance as necessary. Consult on funding and acquisitions for Federal and State compliance as necessary within contract period. Provide EMO with support, as requested, with relation to all above. All documents for off base submittal will be for EMO signature. Any submittals with regulatory suspense will be submitted to EMO no later than 1 week prior to submittal deadline. Dates provide d may change due to regulatory direction and/or requirements. Contractor will receive a minimum of one month (30 calendar days) to accommodate schedule changes. Frequency of CDRL submittal wi ll not change. This acquisition will be conducted using commercial simplified acquisition procedures found in FAR Part 12 and 13. No solicitation is available at this time. Hard copies of the solicitation will not be issued.
