- The United States Census Bureau intends to issue a sole source contract to Ms. Carol Van Horn as a 300 Million-Population Project Consultant to provide expert advice and assistance to the Assistant Associate Director of Communications (ADCOM). Ms. Van Horn will be responsible for organizing and coordinating internal relations and information release of the 300 Million-Population Project events. Ms. Van Horn will also fulfill and direct the 300 Million Population Project initiative through concurrence of federal stakeholders, Department of Commerce, White House, Congressional, public-private partnerships. Ms. Van Horn has had extensive experience in work with Associate Directors, subject matter experts and additional researchers to create a cross-directorate, coordinated, core-messaging program including but not limited to; Executive-level Census Bureau speakers to release public information concerning the turning of the United States population to 300 million this Fall. Interested parties may identify their interest and capabilities in response to this requirement no greater than 15 days from the published date of this announcement to the above address. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
