Description
The Government of Jordan (GOJ) has requested USAID to continue with a major program that can assist in enhancing Jordan's competitiveness in global markets, deepen the public sector reform process and increase the number of jobs available for Jordanians in the economy. A five year program known as the Sustainable Achievement of Business Expansion and Quality (SABEQ) has been designed to address this need. The GOJ and USAID agree that: 1) there are significant second generation regulatory and legal reforms that must be made in order to enhance Jordan's ability to attract increased local and foreign direct investment; 2) the private sector remains dominated by small and medium enterprises that have not yet adopted modern management principles and are not investing in the necessary research and development or marketing themselves in order to become competitive in a global economy; and 3) weak capacity in both the public and private sectors reduces the number of new jobs being created that are needed to grow the economy. Based on seven years of successes during the implementation of the AMIR program, it was decided to develop another large-scale economic growth program that would build on lessons learned, adopt new approaches to suit the changing environment in Jordan, and promote the Jordan National Agenda (JNA) reform plan. SABEQ is proposed as part of USAID/Jordan's Strategic Objective 10 (SO10): "Improved Economic Opportunities for Jordanians". The program will directly support all three Intermediate Results: IR 1: "More Transparent, Efficient and Responsive Public Sector"; IR 2: "More Effective Legal and Regulatory Environment"; and IR 3: "Increased Depth of Private Sector Growth". To address these problems, SABEQ will work with both the public and private sectors to achieve two principle goals: 1) increasing the number of jobs available to Jordanians; and 2) enhancing Jordan's competitiveness. The SABEQ Program will have four components as described below. Woven through each one will be a public outreach activity and a small grants program. Under each component, there will be both public and private sector activities and opportunities for both sectors to engage with one another. - Financial Integrity and Oversight, and Broadened Capital Markets - Removal of GOJ Constraints to Achieving Private Sector Competitiveness - Expanded Trade and Investment - Enhanced Productivity (Improved People/Improved Product)
