Description
The Naval Sea Systems Command (NAVSEA) intends to issue a sole source solicitation to Innovative Defense Strategies (IDS), 3150 South Street, NW, Suite PH2A, Washington, D.C. 20007 under the authority of 10 U.S.C. (c)(1). This procurement is for open system architecture business and technical recommendations and training materials that can facilitate and streamline the Navy?s transition to open system procurements for ship platforms. Richard Carroll, the owner of IDS, is uniquely qualified in the area of open systems based on his past successful implementation of the Navy?s first Open Architecture (OA) engineering environment, accomplished under the Navy Submarine?s Acoustic Rapid COTS Insertion (ARCI) program. Due to the success of the ARCI program it has become a business and technical model for Navy OA. NAVSEA intends to leverage off of the ARCI program to implement Navy OA across all applicable ship platforms. As a result, IDS possesses the requisite Navy OA experience to assist NAVSEA in assessing open system opportunities for ship platforms within the NAVSEA Headquarters environment and providing the required training support.
