Description
The Naval Air Systems Command, Air Combat Electronics Program Office (PMA-209), intends to award sole-source firm-fixed price contract(s) for a base year and options to General Dynamics Advanced Information Systems (GDAIS), Bloomington, MN for the Full Rate Production (FRP) and support of the Type 3 Advanced Mission Computer (AMC). The Type 3 AMC shall comply with the approved Advanced Mission Computer and Displays (AMC&D) Performance Specification, AMC Interface Control Document(s), and the FRP Statement of Work for Type 3 AMC for F/A-18E/F and EA-18G Aircraft. The contract(s) will provide for the procurement of Type 3 AMCs, including spares, for forward fit into Lots 31 through 35 F/A-18E/F and EA-18G aircraft, plus retrofit AMCs for Lots 26 through 29 F/A-18E/F aircraft. Estimated first year quantities are 201 each AMCs, including spares, with an estimated additional 758 each AMCs, including spares, planned for procurement over the remaining four years. Deliveries will be made to various locations throughout the continental United States and shall be required to begin within 15 months from the date of contract award or option exercise. The production support element of this procurement will include, but is not limited to, engineering investigations, engineering change proposals, integration, testing and test equipment, spare and repair parts, hardware repairs, software maintenance, engineering technical support and integrated logistics support, configuration management, and obsolescence management. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." GDAIS is the designer, developer, and sole manufacturer of the AMC and as such is the only firm with the requisite knowledge, experience, technical data and qualified system to successfully meet the requirements of the F/A-18E/F and EA-18G production aircraft and retrofit delivery schedules as well as fleet spare delivery requirements. While this notice of intent is not a request for competitive proposals, interested parties may identify their interest and technical capability to respond to this requirement and may submit information that will be considered by the Naval Air Systems Command.
