- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is set-aside for small business only. The NAICS Code for this synopsis/solicitation is 541620 Size Standard is $6.5 million. PR F2BGNB6030A100 is issued as a Request for Quote. This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular Fac 2005-07, Effective 02 Feb 2006. The Statement of Work (SOW) can be accessed on the HERBB website at http://herbb.hanscom.af.mil. The Government intends to award one contract line item number (CLIN) for the following: prepare the annual air emissions report calendar year 2005, including reviewing the calendar year 2004 report and recordkeeping information, and making necessary updates. Offerors are required to provide evidence of experience preparing air emissions reports for facilities permitted in the state of New Hampshire. Such evidence shall include personnel resumes and at least three references (contact name and telephone number) for these reports. All products and equipment shall comply with the Government?s Buy American Act provisions. See statement of work Part 6 for complete schedule. The contractor shall furnish all tools, labor, equipment, materials and transportation necessary to complete this project. Quotations that do not include prices for all requirements will not be considered. The following provisions and clauses apply to this procurement: FAR 52.212-1, Instructions to Offerors-Commercial. In accordance with the FAR 13.106-1(a)(2) offerors are notified that award will be made on the basis of price. Offeror will be evaluated in accordance with FAR 13.106-2. FAR 52-212-3 Offeror Representations and Certification-Commercial Items (all offerors shall include a completed copy of this provision with their proposal); FAR 52.212-4 Contract Terms and Conditions-Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items,(par.b) the following clauses apply; FAR52.219-6, 52.222-3, 52.222-21, 52.222-26, 52-222-36, 52.225-13 52.232-33, 52.252-1, Included are DFARS 252.212-7001, the following applies: 252.232-7003 252.225-7001. 252.225-7002, 5352.223-9001, 5352.201-9101. Subject to Service Contract Act, 52.222-41 Department of Labor (DOL) Service Contract Act (SCA) Wage Determination (WD) Number 94-2339 Rev 25 applies to this acquisition. 52.222-42. Statement of Equivalent Rates for Federal Hires (Environmental Engineer (Full performance level) is GS-12 step 4 ($35.01 per hour).
