Description
SYNOPSIS The Department of Transportation, Transportation Safety Institute (TSI), Aviation Safety Division, RTI-20, proposes to acquire using single source procedures in accordance with AMS 3.2.2.4, a contract for instructional Support service of a subject matter expertise in Flight Inspection with a skills base that includes computer programming, courseware design and instructional development experience in Flight Inspections training courseware, with Knowledge Design of Frisco. Texas. BACKGROUND The Aviation Safety Division was established in direct support of the Federal Aviation Administration's (FAA) mission to provide economical, timely, state-of-the-art training and educational opportunities to the aviation industry. The Division, housed within Research Innovation Technologies Administration (RITA) Transportation Safety Institute (TSI), serves as the primary training unit for FAA's Office of Aviation System Standards (AVN). Our courses equip AVN personnel with highly technical skills needed to effectively design, develop, operate, maintain, and manage public airway systems. DESCRIPTION AND SCOPE OF WORK ? The contractor will assist in the Analysis of System Requirements as determined by the existing Job Task Analysis. ? Will define educational and training requirements based on a needs analysis selection of tasks, and target population. ? Developing computer based objectives, courseware, student management system, and tests. ? Develop computer-based courseware based on existing 3-part objectives that define what the trainees' capabilities should be after instruction. ? Programming, planning, designing, development and validation of computer based instructional courseware. ? Conduct and evaluate instructional effectiveness of the developed computer based training courseware. Identify needs that may be needed for improving and/or updating the instruction. REVISIONS/DEVELOPMENT OF COURSES The following course will be under development during this performance period. However it is anticipated that changes in regulatory policy will require revisions/development of course materials. Scheduling and administering the following courses will be determined upon the completion and acceptance of the course development. ? Flight Inspection Computer Based Instruction (CBI) TASKS RELATED TO REVISION/DEVELOPMENT OF COURSE MATERIALS Revisions and/or development of course materials are driven by changes in regulations, policies, orders, notices, and will be coordinated through the COR. The contractor shall provide personnel with necessary aviation expertise required to: QUALIFICATIONS OF COMPUTER BASED TRAINING SPECIALIST (S) 1 Extensive background is required in Courseware Development, Courseware Management, Computer Programming, Computer Based Courseware, and Instructor-based Courseware. 2 Must have instructional systems design experience to revise and/or development course materials. 3 Six full years of appropriate professional experience in the management design, development of Computer Based Instruction and instructor based courseware. 4 Must possess the required skills in computer programming as it applies to computer based training development. 5 Knowledge in and extensive background in Instructional Systems Design (ISD) and Criterion Reference Instruction (CRI).
