Description
SYNOPSIS The Federal Aviation Administration (FAA) Aviation System Standards (AVN) proposes to acquire a Certified Spare Parts SUPPORT (CSPS), by single source, with Bombardier Aerospace, 400 Cote-Vertu West, Dorval, Quebec, Canada, for Federal Aviation Administration (FAA) owned Learjet and Challenger Flight Inspection Aircraft (FIA). The authority for this acquisition is AMS Policy 3.2.2.4: Based on standardization and the required use of certified aircraft parts that are manufactured in accordance with the Federal Aviation Regulations (FAR). The commercial aircraft are type certificated and modified to meet special FAA mission requirements. The aircraft are used for flight inspection and certification of Instrument Flight Rule (IFR) procedures and navigational facilities, and for supporting regulatory activities. The CSPS program provides certified parts necessary to maintain the FAA Learjet and Challenger FIA aircraft in airworthy condition. Providing Bombardier certified parts expeditiously is critical to insure the FAA aircraft are airworthy and available to meet the requirements for performance of flight inspection missions. The CSPS program has requirements to provide all necessary parts necessary for the maintenance of the aircraft excluding the unique Automated Flight Inspection System (AFIS) parts. The parts provided by the CSPS program are proprietary to Bombardier must meet certification requirements, deliver to an FAA maintenance location in a defined time period, and be invoiced at a fixed cost per flight hour. The fixed cost per flight hour provides the FAA an efficient method to budget the cost of the parts required to maintain an airworthy aircraft and reduce the need and cost of purchasing and storing additional inventories. The CSPS program provides the management and control of parts, which includes ordering, stocking, issuing, core tracking, and coordination of overhaul and repair of rotable parts. The CSPS program also includes the management and tracking of warranty and in-service programs. This Certifiec Spare Parts Support is required from the vendor due to the proprietary nature of the Federal Aviation Regulations on Certifed Parts on Aircraft and its support requirements.
