Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the Format of the FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a Request For Quote (RFQ). Submit offers on RFQ6020. The RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-07. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-side. The North American Industry Classification System (NAICS) code for this acquisition is 325414 and the Small Business Size Standard is 500 employees. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement to procure a Mouse Microarray Genome set consisting of 600pmol each oligonucleotide and 38,500 oligonucleotide. The Microarray Research Facility here at the National Institutes of Health produces DNA microarrays that are based on large sets on 70mer oligonucleotides. These microarrays are distributed to the investigators at the National Institutes of Health to conduct experiments relating to the differential gene expression. The Mouse Microarray Genome Set of oligonucleotide shall be specifically designed to target mouse genes. The standard specifications of the probes are 35,852 optimized 70mers in 384-well plate format. There shall be 38,852 longmer probes representing 25,000 genes and 38,000 gene transcripts. The design shall be based on the Ensemble Mouse Database release 26.33b.1, Mouse Genome Sequencing Project, NCBI Refseq, Riken full length cDNA clone sequence, and other GeneBank sequence.21,335 mouse NCBI RefSeq gene transcript sequences are represented. The sequences are to be of high accuracy and good data quality. The sequences are to be of verified genes/transcripts The following Evaluation Criteria will be used to evaluate offers: a) Price; b) Technical and professional ability to meet the government needs; c) Delivery Date of request Mouse Microarray Genome Set. The FOB Point shall be Destination, Rockville, Maryland, 20852. The government will award a firm fixed price purchase order to the responsible contractor. The following Federal Acquisition Regulations provision and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items; FAR 52.212-2 Evaluation-Commercial Items; Offerors must include with their offer a completed copy of the Provision FAR 52.212.3 Offeror Representations and Certifications-Commercial Items; FAR 52.212.4 Contract Terms and Conditions of Commercial Items; FAR52.212.5 Contract Terms and Conditions Required to Implement Statutes of Executive Orders- Commercial Items; FAR 52.225-3 Buy American Act, also, applies. To be considered for an award, offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201 (A). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at: www.ccr.gov/ prior to award during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
