- The U.S. Coast Guard, Maintenance and Logistics Command Atlantic (MLCLANT), Norfolk, VA is procuring POOL MAINTENANCE SERVICES as required by the U.S. Coast Guard Sector San Juan, San Juan , Puerto Rico for the Morale, Well-Being and Recreation (MWR) Department, Rio Bayamon Family Housing Area Pool, 500 CARR 177 STE 161, Bayamon, Puerto Rico 00959. The Contractor shall provide all labor, management, supervision, materials, supplies, equipment, tools, transportation, and other items and services necessary to ensure that Pool Maintenance Services are performed in a manner that shall provide a clean and sanitary facility and environment. The Contractor shall provide maintenance services to all equipment associated with the operation of the swimming pool including maintaining water quality. The equipment shall include: filtration system; chemical treatment systems; pumps system and associated piping; water slide structure and pump; kiddies pool system; diving boards; lifeguard stand; steps and railings; large swimming pool lights; decks and drains. The solicitation will be issued in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. A firm-fixed price services type contract will be awarded. The Base Period of performance will be from 01 March 2006 through 30 September 2006 with four (12-month) option years, if exercised by the Government, for total contract duration not to exceed 55 months. Award will be made to the responsible contractor who provides the best value to the Government. The Service Contract Act of 1965 as amended applies to this requirement. Quotes shall incorporate the minimum wage for Swimming Pool Operator (Occupation Code 99690) for Puerto Rico Statewide Area of $8.45 per hour and the Health and Welfare Rate of $2.87 an hour, per Department of Labor Wage Determination Number 1994-2461, Rev. 27. This requirement is set-aside 100% for SMALL BUSINESS firms only in accordance with FAR Subpart 19.502-2, Total Small Business Set-Asides. The applicable NAICS code is 713940 (Fitness and Recreational Centers) with a Small Business Size Standard of $6.5 million.
