Description
FY05/FY06 Drum Road Upgrade, Phase I and II, Helemano, Oahu, Hawaii. Upgrade an existing dirt and gravel road which is approximately 23.5 miles in length and 10 to 20 feet in width to a wider and all-weathered roadway to improve the sight distances at hairpin turns, to provide roadside protections at drop-offs, to provide slope stabilization and rockfall mitigation, and to demolish and install new structures at existing 16 stream/gulch crossings. The existing roadway traverses 16 streams or gulches with various drainage structures, including bridges, pipes and ford crossings. The estimated cost of the proposed project is between $25 Million and $100 Million. The US Army Honolulu District will utilize a two step Lowest Price Technically Acceptable (L PTA) source selection process. Offerors who submit technically acceptable proposals will be allowed an opportunity to submit price proposals for Phase I and II. Selection will be based upon evaluation factors which may include (a) past performance, (b) experience, (c) Small Business Program and (d) price. The Army will complete its NEPA analysis and make a final decision on the project before contract award. This is an unrestricted procurement utilizing Electronic Contract Solicitation Management Syste m (ECSMS). Traditional hard copies of plans and specifications will NOT be available for this project. Solicitation plans and specifications will be made available for viewing and/or downloading via the Honolulu District Contracting Website http://www.poh.usace.army.mil/pohct/contracting.asp on or about July 8, 2005. Solicitation documents will NOT be issued on CD ROM format unless the Government determines that it is necessary. If the Government determines that issuance of the initial solici tation on CD ROM is necessary, the CD ROM will be provided at no cost to self-registered contractors at the website mentioned above. However, the Government reserves the right to issue follow-on amendments to the solicitation on the website. It is therefo re the Contractors responsibility to check the US Army Honolulu District Contracting Website daily for any posted changes to the solicitation. All offerors are encouraged to visit the Armys Single Face to Industry Website at: https://acquisition.army.mi l/asfi to view other business opportunities. Offerors should register themselves on the Honolulu District Contracting Website to view/download a copy of this solicitation. Offerors must be registered with the Central Contractor Registration (CCR) in order to receive a Government contract award. To register, the CCR Internet address is: http://www.ccr.gov. Small, small disadvantaged and women-owned small business concerns are encouraged to participate as prime contractors or as members of joint ventures with other small businesses, and all interested contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small, small disadvantaged and women-owned small business concerns in accordan ce with the provisions of Public Law 95-507.
