Description
Review and evaluation of Capability Statements received in response to a Sources Sought Notice determined that the proposed Request for Proposal (RFP) would be issued on a Full and Open Competition basis with a partial set-aside. The Government intends to solicit and award a fixed price indefinite delivery, indefinite quantity type contract(s) with economic price adjustment for commercial worldwide satellite communications solutions. The scope would include Satellite Transport Services (including Mobile and Fixed Satellite Service); Satellite Applications Services (including Distance Learning, Emergency Response/Continuity of Operations Planning, Telemedicine, Streaming Video, and Broadcast Satellite Service); Satellite Design, Engineering, and Maintenance Services (including satellite system engineering design, configuration, installation, implementation, training, and ongoing maintenance and operational support for the Satellite Transport and Applications services); and Satellite Professional Support Service as the Small Business Set-aside (including abstract or concept studies and analysis, strategic and preliminary planning requirements definition and analysis, the evaluation of alternative technical approaches, modeling and simulation, enterprise architecture design, cost-performance trade-off analysis, feasibility analysis, regulatory compliance support, system engineering, acceptance testing, independent verification and validation, and Information Assurance certification and accreditation). The scope also includes, at the discretion of the Government, technological enhancements, service improvements, customer-specific applications and extensions, ancillary equipment, and new and/or emerging commercial satellite service offerings as they commercially become available. The anticipated term of the contract(s) is a 5-year base period. The RFP will be issued on or about February 6, 2006. The anticipated date for submission of proposals is 30 days from the date the RFP is issued/posted. Security clearances may be required to meet particular task order requirements. It is the offeror?s responsibility to monitor the Federal Business Opportunities (FedBizOpps) website for the release of the solicitation and amendments, if any. Potential offerors will be responsible for downloading a copy of the solicitation and amendments, if any.
