Description

The Naval Air Warfare Center - Aircraft Division (NAWCAD) has a requirement for a Low Temperature Kinematic Viscosity Bath. In accordance with FAR 19.5, this acquisition is a 100% Small Business set-aside under NACIS code 334519 - Other Measuring and Controlling Device Manufacturing. The small business size standard is 500 employees. The Low Temperature Kinematic Viscosity Bath must meet the following specifications: a) shall conform to ASTM D445, b) bath temperature range from 15C to -70C or greater, and c) shall support a minimum of four test positions. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included herein. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The provisions at FAR 52.212-1 and 212-2 apply. FAR 52.212-4 and 212-5 will be included in any award resulting from this notice. Full text for these FAR provisions and clauses may be accessed at http://farsite.hill.af.mil/ Proposals will be evaluated using the following factors: Technical, Price, Delivery, and Past Performance. Technical evaluation will include the ability to meet the mandatory specifications listed above, as well as the following additional technical factors: unit size (footprint dimensions, single or multiple unit, and weight), bath fluid temperature stability over entire temperature range, and temperature controller resolution / readout. Price will be evaluated on a per unit basis (quantity of 1). Proposal Instructions - For the Technical factor, please provide commercial brochures, test results, and/or other information sufficient to show how the product will meet our technical requirement, including the mandatory specifications listed above. Further, provide sufficient information on the additional technical evaluation factors. Delineate standard or expanded warranty terms offered, and level of customer service provided. For the Price factor, please provide a price per unit, any stepladder quantity discounts, and cite any GSA Schedules and/or discounts which may be applicable. Pricing should reflect FOB destination to NAWCAD, Patuxent River MD 20670. For the Delivery factor, please specify time of delivery after receipt of order.
