- The National Business Center on behalf of the Office of Special Trustee for American Indians (OST) intends to award a sole source Purchase Order to Availl Inc, 305 N Main Street, Andover, MA 01810 pursuant to 41 U.SC 253 (c) (1) as implemented by FAR 6.302-1 "only one responsible source and no other supplies or services will satisfy agency requirements" (NAICS number applicable for this requirement is 541511). The requirement is to provide Annual Maintenance and Support for existing Availl 80 Agency B-Directional Server. Availl is considered the only responsible source capable of providing maintenance due to the proprietary nature of the product. Responsible sources may submit concise documentation for consideration regarding their ability to provide the required software. However, this notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government. Furthermore, no contract award will be made on the basis of information received in response to this notice and the Government will not pay for any costs incurred to provide information to this notice. Information received will normally be considered solely for the purpose of determing whether to conduct a competitive procurement. Such information, if submitted should be directed to the attention of the Purchasing Agent as the address listed above. If no affirmative written responses advantageous to the Government are received within four (4) calendar days from the publication of this notice, Availl will be solicited, pursuant to FAR 12.203 to provide the required services. If a competitive solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended vendor and all firms that respond to this synopsis of intent or otherwise request a copy of the solicitation.
