Description
Description: Rehabilitation of David Wills House, Gettysburg National Military Park, Gettysburg, Pennsylvania. Solicitation Number N4500060911 (Reference previous pre-solicitation announcement No. N4500050904) The National Park Service plans to solicit proposals to rehabilitate the David Wills House, Gettysburg National Military Park. The structure is located on York Street, on the Northeast corner of the Gettysburg Square in downtown Gettysburg, Pennsylvania. The National Park Service requires a firm, fixed-price construction contract to furnish all labor, materials, equipment and expertise necessary to perform all operations required for the successful completion of the above named project. Work includes, but is not limited to: The exterior of this 10,400 square foot house on three floors, plus a basement, to be restored to reflect its 1863 exterior appearance, and the interior to be rehabilitated as a museum celebrating Lincoln's writings culminating in the Gettysburg Address. The finished building shall accommodate exhibits and a bookstore on the first floor, exhibits and the restored Lincoln bedroom on the second floor, and administrative offices with a small resource center on the third floor. The basement will be reconfigured to accommodate utility equipment and provide miscellaneous storage. Work includes exterior restoration, interior renovation, demolition of selected elements, underpinning of the structure, lowering the basement floor level, and addition of a stair/elevator toilet core in addition to the other work. All exhibits and audio visual components will be done under a separate contract. The NAICS code for this project is 236220 and the small business size standard is $31 million. Contract duration is 465 calendar days following notice to proceed. In accordance with FAR Subpart 36.204, the price range for this contract is between $2,000,000 to $4,000,000. This procurement is a Request For Proposal (RFP) and is subject to the provisions of Federal Acquisition Regulations (FAR) Part 15, Contracting by Negotiation. In addition, this procurement is offered as full and open competition, although the National Park Service encourages the participation of small business, disadvantaged, and women-owned business enterprises. A site visit may be scheduled for all interested parties with a time and date to be announced in the solicitation, Section L, clause 52.236-27 Alt 1, Site Visit (Construction). Responses will be due approximately 30 days following issuance of solicitation. Pending completion of various approvals and agreements, it is anticipated that the solicitation will be available at http://ideasec.nbc.gov on or about February 24, 2006.
