Description
The U.S. Army Communications-Electronics Life Cycle Management Command (C-E LCMC) Acquisition Center-Washington, on behalf of the RDECOM CERDEC Power Generation Branch, plans to negotiate a sole-source contract with Spectrum Research Corporation for the enhancement of the power electronics module. The Spectrum Research Corporation-Hybrid Electric Inverter-3kW (SRC-HEI-3kW) was developed by Spectrum Research Corporation under the Project Manager-Mobile Electric Power (PM-MEP), Small Tactical Electric Power (STEP) program. The SRC-HEI-3kW is energy storage for transient loads and it uses high-frequency and high-voltage input to deliver a continuous output of up to 3kW. The SRC-HEI-3kW is an inverter that is integrated into a generator and allows syste ms to operate at variable speeds. The hybrid electric inverter has a range of military tactical uses including field-tent configurations and communications. The SRC-HEI-3kW is considered a proof-of-concept system and requires further investigation to include thermal, dynamic and electrical analysis at both a subcomponent and system level. The contractor will be tasked to advance and augment the overall perfor mance of the SRC-HEI-3kW, an existing proof-of-concept system. The contractor will also be tasked to conduct further prototype development of the SRC-HEI-3kW power electronics system. The effort will result in a comprehensive power electronics prototype design capable of meeting the stringent military requirements for environmental and dynamic loads. In addition, the effort will investigate alternative packaging and possible modularity of the design to optimize size, weight and flexibility of the power e lectronics system for incorporation into an advanced 3kW generator set design. Upon completion of the study, a prototype of the advanced SRC-HEI-3kW design will be fabricated. It has been determined that Spectrum Research Corporation is the Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1); Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. However, all responsible sources that can provide supporting data to demonstrate they can successfully provide the required SRC-HEI-3kW improvements may submit a q uote that shall be considered by the agency. Responses should be no longer than ten (10) pages. The resultant contract will be cost-plus-fixed-fee. Responses are to be received via E-mail within 45 calendar days of the date of this notice.
