- Installation and training at nine (9) Army Oil Analysis Laboratories sites and one (1) Navy Oil Analysis site, on eleven each Spectro Automatic High Speed Viscometer Model A-HSV 802 Bench Top. The sites are Fort Bragg (one) 1 each, Fort Campbell (on e)1 each, Fort Carson (one) 1 each, Fort Hood (one) 1 each, Fort Lewis (one) 1 each, Fort Rucker (one) 1 each, Manheim Germany (one) 1 each, Camp Humphries (one) 1 each, Pearl Harbor (one) 1 each, Arifjan Kuwait (one) 1 each, Redstone Arsenal (one) 1 each. Complete performance by August 30, 2006. FOB: Destination. NAICS Code: 334516. Size Standard 500 employees. It is the Governments intent to solicit quotes sole source from Spectro Incorporated, 160 Ayer Road, Littleton, MA 01460-1103 using FAR Part 12 Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures and award a firm-fixed price contract. They are the only source for the above since they are the only source capable of operation and maintenance on the Spectro Automat ic High Speed Viscometer Model A-HSV 802 Bench-top. Spectro Incorporated has sole proprietary rights to distribute, operate, maintain service, and manufacture the aforementioned instruments. To meet tri-service standardization requirements as specified i n AR 700-12, the Joint Oil Analysis Program (JOAP), and AR 750-1, the above listed laboratories installation and training on this equipment must be approved by the Joint Oil Analysis Program Technical Support Center. No other approved source has been foun d that will satisfy these requirements. All responsible sources may submit an offer, which will be considered. The offers are due by February 17, 2006.
