Description
THIS IS A SOURCES SOUGHT SYNOPSIS ANNOUNCEMENT; A MARKET SURVEY FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. NO REIMBUREMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS SYNOPSIS IS TO GAIN KNOWLEDGE OF POTENTIALLY QUALIFIED 8(a) SOURCES PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT EXIST. The Government is seeking, for preliminary planning purposes only, qualified and experienced 8(a) sources interested in performing the services identified in the attached Statement of Need (SON). This action is the result of a Commercial Activity (OMB Circular A-76), where the Government has been granted permission to commence the preliminary planning process (P3) for the Information Technology and Communications Support Services identified in the SON. The SON represents a broad snap shot of the requirements that could eventually be outsourced if the P3 result yields approval for a competitive sourcing study. Therefore, the Government is seeking interested 8(a) firms furnish the following information: (1) Company name, address, point of contact, telephone number and e-mail address. (2) Proof of 8(a) certification, etc. under North American Industry Classification System (NAICS) 541513, which contain a size standard of $21,000,000.00. (3) Under which NAICS does your company usually perform all the services identified in the attached SON? Please include the rational for your answer. (4) Which of the following would you see as your role in the performance of this potential requirement? (a) Prime Contractor; (b) Subcontractor; or (c) Other, and please describe. (5) Based on the SON, what type of contract would you like to see? (a) Firm-fixed price (FFP); (b) Fixed-price incentive fee (FPIF); (c) Labor hour contract; (d) Combination of the above, and please describe; or (e) Other, and please describe. (6) Provide no more than three (3) references for no more than three (3) of the most recent and relevant contracts performed within the last three (3) years. Include name, address, telephone number and e-mail address of references. Also, provide a brief description of the work performed, contract number, total contract value and period of performance. Contracts must be the same or similar to the work described in the SON. (7) Please comment and make recommendations of the optimum length of the total contract performance period, with option years, based on your experience with contracts of this nature. Please include reasons for your answer. (8) Please describe any customary commercial contract terms or conditions you feel would make any resulting contract more effective. The due date and time for responses to this synopsis is 12:00 noon, Central Standard Time on 24 Feb 2006. SON Attachment: Air Force Logistics Management Agency (AFLMA) IT Study January 31, 2006 1. Objective: The objective of this Statement of Need (SON) is to describe, for preliminary planning purposes only, the requirements of Air Force Logistics Management Agency (AFLMA), Maxwell AFB, Gunter Annex, that have been ear-marked for a Commercial Activity (OMB A-76 Study). This SON captures in general terms the commercial availability of information technology (IT) support services for the management of the IT Support section of the AFLMA. 2. AFLMA Mission: The Agency's mission is to increase Air Force readiness and combat capability by developing, analyzing, testing, evaluating, and recommending new or improved concepts, methods, systems, policies, and procedures to enhance logistics efficiency and effectiveness. Overall, the AFLMA's main goal is to solve today's logistics problems, but it is also firmly committed to shaping tomorrow's logistics environment as well. 3. AFLMA Acquisition Goals: To maintain the high level of support currently provided in the IT/Communications area. To assure the contractor provides the required services, meets the stated qualifications, and is available to provide services according to Air Force needs 4. Acquisition Requirement: The Federal Acquisition Streamlining Act of 1994 requires federal agencies to conduct market research prior to developing new specifications for procurement and before soliciting bids or proposals. As a result of this act, we are conducting market research as a tool used to determine what?s available on the commercial open market to meet our goals and achieve organizational goals. The potential contractor for this requirement shall provide all personnel necessary to support the IT requirements of the AFLMA. 5. Functions 5.1 General - Provides computer support services supporting AFLMA, interacting with the Maxwell Support Division (MSD), government support and maintenance vendors, and AFLMA and other government personnel. Uses trouble call software to document and report user trouble calls. 5.2 Servers - Installs, configures, administers, and maintains all AFLMA servers and executes tape backups on dedicated systems. 5.3 Network - Obtains Client Support Administrator certification from MSD. Assigns, modifies, and deletes user privileges and passwords and troubleshoots internal connectivity and local area network problems. 5.4 Workstations - Provides maintenance, configuration, installation, and trouble shooting of all computer desktop and notebook equipment, including computers, monitors, printers, scanners, etc. Resolves user workstation problems. Runs diagnostics and isolates hardware malfunctions. 5.5 Software - Installs and configures software. Maintains software inventory database and software licenses. Reviews, tests, and coordinates software updates and instructs users on changes. 5.6 Additional Duties - Coordinates non-secure video teleconferences. Supports AFLMA Facility Manager for security software functions and monitoring computer facilities. END OF REQUEST FOR INFORMATION
