Description
The National Heart, Lung, and Blood Institute (NHLBI) Consolidated Operations Acquisition Center (COAC) for the National Institute of Dental and Craniofacial Research (NIDCR) intends to issue a modification to the existing purchase order number 263-MJ-604624, with Tianxia Wu, 10805 Gainsborough Road, Potomac, Maryland 20854. The purpose of the modification is to continue to provide services in designing, analysis, and interpreted of basic and clinical research action trials in complex health survey. And to obtain support in statistical genetics, statistical programming and data management expertise, using the major applied statistical packages SAS and SUDAAN to process, archive, analyze and assist in the interpretation of data from large health surveys, analyze and interpret genetic data collected from a large genetics of pain study, and to assist with the analyses of the NIDCR dental materials studies. The period of performance will be extended to November 30, 2006. The statement of work is as follows: Background: The mission of the National Institute of Dental and Craniofacial Research (NIDCR) is to promote the general health of the American people by improving their oral, dental and craniofacial health. Through nurturing fundamental research and the development of researchers, the NIDCR aims to promote health, to prevent diseases and disease conditions, and to develop new diagnostics and therapeutics. Knowledge acquisition through science and effective and efficient science transfers are the means used to contribute to improved quality of health. The Biostatistics Core Division, NIDCR provides statistical consulting and collaboration services to Senior Scientists and Professional Staff for the Institute. Essential components include advising and participating in the design and analysis of dental and Craniofacial research. Major research and reporting activity involves the analysis, maintenance, and updating of all major national oral health surveys. These surveys provide information affecting policy and research goals for the Institute. Another activity within the Institute is to support genetic research involving dental diseases and conditions. Substantial effort has been recently begun to investigate the extent of genetic component to acute and chronic pain. Contractor Requirements: The contractor will work with the Chief, Biostatistics Core on collaborations and consultative activities with Senior Investigators and professional staff in the NIDCR in design, analysis, and interpretation of basic and clinical research activities in genetic aspects of dental diseases, development and creation of data management systems to accommodate the Hispanic Community Study, perform analyses of complex health surveys, and statistical assistance in writing needed macros for the software packages to perform the quality control analyses for major dental surveys. Specifically, but not limited to, the contractor shall: provide statistical advice and support in statistical analyses for an oral cancer study similarly to the Warburton study; provide consultation in genetics studies, microarry analyses, haplotype analyses, together with linkage, and association studies e.g., genetic studies of periodontal diseases; providing statistical assistance and programming for analyses of NHANES IV national survey data, based on a multistage probability sample, several manuscripts will be written and published based on the data; in coordination with the NIDCR for the Hispanic Community Study will develop, create and document a direct data entry system for the oral health data; perform a required interface with the Data Coordinating Center regarding archival health survey databases for statistical analyses; and update and maintain statistical software (genetics packages, genehunter, SAS, SOLAS, NCSS/PASS, SUDAAN, etc., as required. Government Requirements: The Government will provide working space and access to telephones, computers, the internet, and all material needed to evaluate the ongoing research and to prepare the requested reports. The Government will also provide direct oversight of the contractors activities and will review any documents prior to contacting outside agencies or individuals. Through non-competitive procedures Dr. Tianxia Wu was issued, a purchase order to provide support services for National Institute of Dental and Craniofacial Research (NIDCR), Division of Intramural Research (DIR). The sole source determination is based upon the knowledge, skills and expertise of Dr. Tianxia Wu, in statistical genetics studies. Dr. Wu is an expert programmer with the major genetic software Genehunter, SOLAS, BRB MicroArray Tools, JMP, SAS, and has successfully applied complex haplotype and diplotype methodologies to dental and oral health research. Therefore, an award to any other source would affect the Institute?s anticipated outcome based upon Dr. Wu experience, and would not provide cost savings to the Government. The North American Industry Classification System (NAICS) Code is 541990 and the Size Standard is $6.0M. This is a small business set-aside requirement. This acquisition is being conducted under simplified acquisition procedures, and is exempt from the requirements of FAR Part 6, Competition Requirement. Responses to this synopsis will be evaluated on the following criteria: Understanding the technical requirements and adequacy of the proposed approach (45 points). Understanding of the kind of support required, the quality, creativity, and innovativeness of the technical approach, and the effectiveness of the approach as demonstrated by the proposal. The offeror must clearly describe the proposed processes for performing the work under each task (as opposed to repeating the requirements). The evaluation will focus on the offeror?s demonstrated innovation and creativity and ability to achieve the task. Qualifications of Personnel (30 points). Documented experience, qualifications, and availability of proposed personnel. Supporting materials should include a curricula vita containing all relevant experience of proposed personnel as related to the requirements. The personnel must have at a minimum of Ph.D. in statistical genetics, shall have an extensive experience in collaborating on statistical genetics studies related to dental and oral diseases. Shall be familiar with genetic software, including Genehunter, SOLAS BRB MicroArry Tools, JMP, SAS. Also an expert SUDAAN programmer able to perform statistical analyses for complex survey data, involving weighted data and dependent data structures. Past Performance (25 points). Experience of organization as it pertains to the described requirement and past performance reports from previous contracts. Experience in projects similar to description in the statement of work. At least three (3) references documenting past performance?s experiences and completion of projects. The proposal shall include the Offeror?s loaded hourly fixed rate, prompt payment terms, business size, Taxpayer Identification Number (TIN), Dun & Bradstreet Number (DUNs). The Offeror must also register in the Government?s Contractor Registry System note: www.ccr.gov. Proposals are due February 22, 2006, by 8:30 a.m. local time. The notice of Intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in responses to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
