- Description
- The National Oceanic and Atmospheric Administration (NOAA) plans to extend existing purchase orders using simplified acquisition procedures with the following state governments: Maine, Georgia and North Carolina under the authority of 41 U.S.C. 253c(1) as implemented by FAR 6.302-1. The services will be procured in accordance with the Federal Acquisition Regulation (FAR) 13, through Federal Acquisition Circular (FAC) 2005-08. The purpose of this acquisition is to procure services required by the Magnusun-Stevens Fishery Conservation and Management Act statutory authority, to conduct a vessel-directory survey designed to gather information on fishing effort (number of angler trips) and other trip-specific information by marine recrea?tional anglers fishing on for-hire (charter and party/head) vessels. The survey will be conducted by the states of Maine, Georgia and North Carolina which will be required to contact captains in their respective states using a standard questionnaire and the online reporting tool. The proposed extensions will affect Purchase Order Nos. DG133F-05-CN-1292, DG133F-05-CN-1293 and DG133F-05-CN-1294. The data collection period begins March 2006; the reporting period will end March 2008. No other vendor at this time can provide the services as the Government is required to collect the data from these identified states. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals, however all proposals received within ten days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with the above-identified orders based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A justification for other than full and open competition (JOFOC) is on file. Reference NFFK0000-6-0007X.
