- The Federal Law Enforcement Training Center (FLETC) in Glynco, Georgia intends to establish a Blanket Purchase Agreement (BPA) for a period of five (5) years for electronic credits and clicks for instruments of a Personal Profile System. Manufacturer of the system is Inscape Publishing and the system is currently in use by the FLETC or participating agencies thereof. Deliverables under the BPA shall consist of the following: Personal Profile System (Disc) Clicks, estimated quantity of 12,000 per year; Personal Profile System Credits, estimated quantity of 14,000 to 20,000 per year; (note: there will be a combination of clicks and/or credits not all of both); Planner Booklet (Managing Performance), estimated quantity of 300 per year; Action Planner Booklets for Sales, estimated quantity of 850 per year; Action Planner Booklets about Talk, estimated quantity of 150 per year; Technical Assistance during the hours of 8:00 a.m. until 8:00 p.m. EST Monday through Friday. The contractor must be able to answer questions about products, agency special applications for the use in the law enforcement, military and cross-cultural arenas, research, statistical data on accuracy of the instruments, and provide assistance for the development of new instructors. Experience criteria has been established as a minimum of 10 years experience working with law enforcement agencies as the primary or with the military counterintelligence or criminal investigations with a minimum of 10 years experience using the instrumentation in team building and developmental forms. All interested parties shall provide verifiable references which validate the experience criteria at the time quotations are submitted. Failure to provide verifiable references shall result in the prospective offeror being determined nonresponsive. Quotations received from nonresponsive offerors shall not be considered. A hard copy of the request for quotation may be requested from the point of contact. NAICS code for this procurement is 511210. Size standard is $23.0 Million. This procurement is set aside for Small Business concerns.
