Description
This procurement is a Best Value Source Selection for Pier 3 Replacement, Norfolk Naval Shipyard, Portsmouth, Virginia. The work includes demolition of existing buildings, and utilities on Berth 25 and Pier 3. Remove railroad tracks and crane rails (salvage for reuse). Demolish Berth 25 ? pavement, concrete sheet pile bulkhead, timber piles, timber deck, steel retaining structure, concrete retaining wall, and earth fill below and above the timber deck. Partial demolish Pier 3 ? pavement, earth fill, timber beck, and fender piles. Construct new Berth 25 and Pier 3 ? prestressed concrete cylinder piles, fender system, tie rods and sheet pile deadmen, heavy weather mooring structures, and reinstall railroad and crane rails (on pile supported foundation). Construct new restroom facility and salt water pump station. Provide utility trenches, and mechanical and electrical related work and other incidental related work. The approximate Solicitation Release Date is 21 February 2006. Proposals will be evaluated upon the following: Factor 1: Corporate Experience; Factor 2: Past Performance; Factor 3 Management Approach and Schedule; Factor 4: Safety Performance; Factor 5: Support for Small Buisness Subcontracting Effort. This solicitation is available in electronic format only. All documents will be in the Adobe Acrobat PDF file format via the Internet. The free Acrobat Reader, required to view the PDF files, can be downloaded from the Adobe website. The official access to the solicitation is via the Internet at http://www.esol.navfac.navy.mil. Contractors are encouraged to register for the solicitation when downloading from the NAVFAC E-Solicitations website. Only registered contractors will be notified by email when amendments to the solicitation are issued. The North American Industry Classification System (NAICS) Code for this project is 237990 with a Size Standard of $28.5 million. This project is not set aside for small business. In accordance with the provisions of DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION, offerors must be registered in the Central Contractor Registration (CCR) database. Lack of registration in the CCR database on the part of the offeror will make an offeror ineligible for award. Offerors and contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423 or via the Internet at www.ccr.gov. All offerors must submit Representations and Certifications via the Online Representations and Certifications Application (ORCA) at www.orca.bpn.gov. The cost range for this project is between $50,000,000 and $100,000,000.
