Description
The US Army Natick Soldier Center (NSC) intends to award a Sole Source contract to Artisent Inc., Boston, MA, for development and validation of a lightweight, integrated soldier combat platform called the Soldier Protection and Individual Equipment S ystem (SPIES) for the Future Force Warrior (FFW) program. The rationale for other than full and open competition is that Artisent Inc. is currently executing this activity as a subcontractor under the FFW program. The SPIEs effort requires a unique set o f industrial design, mechanical, electrical and human factors engineering skills, as well as effective technology management to develop, demonstrate and document an effective system design approach. Artisent Inc. is uniquely qualified to perform this acti vity based on their ongoing mid-program performance under the FFW program, and due to the fact that this action is simply a migration of management oversight from a prime contractor directly to the Government. Upon completion of the contract, the output f rom this activity will be integrated back into the FFW program for experimentation and demonstration in accordance with the existing FFW program schedule and structure. Interested persons may identify their interest and capability to respond to the requir ement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Governm ent not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive pr ocurement. Please refer to numbered note 25.
