Description

THIS IS NOT A SOLICITATION NOTICE. In accordance with Office of Management and Budget Circular A-76 (Revised), Performance of Commercial Activities, May 29, 2003, this notice represents the formal public announcement and official start date of a public-private competition of Bulk Fuel Storage and Distribution Services performed at Marine Corps Air Station, Miramar, California. The services involve the storage, maintenance, delivery, recovery and testing of fuels in support of the 3rd Marine Aircraft Wing. The business units include bulk liquid storage (T160), distribution of petroleum oil and lubricant products (T165), distribution of liquid, gaseous and chemical products (T167), and finance/accounting services (C700). The incumbent service providers affected by this public-private competition are approximately 54 Department of Defense (DoD) government personnel positions (23 of DoD civilians and 31 of military). A standard competition will be conducted in accordance with the revised circular. The anticipated solicitation release date will be in June 2006. Prospective private sector and public reimbursable service providers are encouraged to respond to the solicitation. The Department of Defense Competitive Sourcing Official is Mr. Philip Grone, Deputy Under Secretary of Defense (Installations and Environment). The DoD Component Competitive Sourcing Official for the Department of the Navy is Mr. B. J. Penn, Assistant Secretary of the Navy (Installations & Environment). The date of this public announcement is the official start date for this public-private competition and the projected end date of the competition is 6 February 2007. The contracting officer is Ms. Cassey Sheppard, Contracting Officer and the agency tender official is Mr. Steven Wolfe, Business Performance Office Manager.
