Description
This is an Indefinite Delivery/Indefinite Quantity Contract for providing services for Geotechnical Drilling and Laboratory Services for various sites that could be anywhere in the lower 48 and District of Columbia (not Alaska and Hawaii) of the Unit ed States. Work will be included soil test borings, rock coring, laboratory testing equipment and expertise, instrumentation installation, subsurface exploration, inspection of subsurface explorations, a complete range of geotechnical laboratory testing, f ield geotechnical observations and evaluations and associated reporting, surveying and safety. The North American Industry Classification System (NAICS) Code is 562910, the SIC code is 4959, size standard is $13 million, however, THIS PROCUREMENT IS UNRES TRICTED. If a large business is selected for this contract, the firm will be required to present an acceptable Small Business and Small Disadvantaged Business Subcontracting Plan in accordance with Public Law 95-507 prior to award of the contract. The cur rent subcontracting goals are 51.2% to Small Businesses, 7.3% to Woman Owned Small Business, 8.8 % to Small Disadvantaged Business, 1.5% to Service Disabled Veteran Owned Small Business, and 3.1% to HUBZone Small Business. These percentages are applied to the total amount of subcontracted dollars. Projects will be awarded by individual task orders. The performance period will be one three year base period or the maximum capacity of $3,000,000.00. Individual task orders may be issued up to any amount not e xceeding the capacity. Award of a contract from this Request for Quote (RFQ) will be based on Best Value to the Government. Factors to be considered are Price: Completed unit price list, Experience of Drillers and Professionals: Resume of drillers includin g number of years experience, type of equipment experienced with and resumes of professionals, Quality of Equipment: Description of companys approaches to perform projects on a nationwide basis, and Past Performance: Past performance information about com pleted projects of similar size and scope. Contractors are required to register at the Federal Technical Data Solutions (FedTeDS) website at http://www.fedteds.gov. in order to download this RFQ. This RFQ has an approximate issue date of 15 February 2006 and a due date of 16 March 2006 at 2:00 P.M. (local time).
