Description
COMBINED SYNOPSIS/SOLICITATION BASKETBALL BACKSTOPS (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes a solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quote (RFQ). Submit written quotes on RFQ reference number F3L3FM5348A100. (III) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04. (IV) This solicitation is being issued as small business set-aside; the associated NAICS code is 423910. The size standard is 500 employees. Trying to encourage small business, preferably service disabled veteran owned or 8a HUBZone vendors to reply. (V) This combined synopsis/solicitation is for the following commercial item: Installation of (4) Porter model 949 or equal ceiling hung backstops with glass backboard and breakaway rim; (4) 1/2 HP electric winches with key switch operation; (4) safety straps; (4) bolt on edge pads for glass backboards; and (4) manual height adjusters for rectangular glass banks. Includes demolition or relocating existing backstops and electrical rough-ins and final connections to include conduit and wire from source to (4) backstops 20A source required for each backstop. (VI) Description of requirements are as follows: Installation of (4) Porter model 949 or equal ceiling hung backstops with glass backboard and breakaway rim; (4) 1/2 HP electric winches with key switch operation; (4) safety straps; (4) bolt on edge pads for glass backboards; and (4) manual height adjusters for rectangular glass banks. Includes disposal and relocating of existing backstops and electrical rough-ins and final connections to include conduit and wire from source to (4) backstops 20A source required for each backstop. Standard gymnasium with (6) backstops: there are (2) end backstops that are retractable electronically and (4) side backstops that are stationary. We want the (4) stationary backstops to be retractable like the two main backstops. The dismantling and disposal of the existing stationary backstops to a local provided dumpster; and the installation of (4) PORTER model #949 or equal ceiling hung backstops with glass backboards and breakaway rims; (4) 1/2 HP electric winches with key switch operation (to raise the backstops to the ceiling); (4) safety straps, (4) bolt on edge pads; and (4) manual height adjusters. I-beam construction with no trusses. Wiring needed from the new (4) backstops to the existing key box. Existing 1 key box needs to be expanded to a 3 key box to allow backstops to raise/drop seperately. See pictures attached. The backstops will be 9 foot 8 inches above the court floor. The support beam is approx 25 foot long. ***PICTURES OF BOARDS AND COURT AVAILABLE UPON REQUEST*** (VII) Place of delivery is Peterson Air Force Base, Colorado Springs, Colorado, 80914. (VIII) FAR 52.212-1, Instructions to Offerors – Commercial Items (Jan 2004), applies to this acquisition. In addition to written quotes, offerors are instructed to provide a capability statement describing qualifications to perform requirements listed at paragraphs V and VI. (IX) FAR 52.212-2, Evaluation -- Commercial Items (Jan 1999), applies to this acquisition. Paragraph A of this clause is completed as follows: 1) Price shall be used to evaluate quotes. (X) The offeror must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (May 2004). A copy of this provision is located at http://farsite.hill.af.mil/ (XI) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (Oct 2003), applies to this acquisition. (XII) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (Jun 2004). Additional FAR 52.212-5 clauses cited in the clause applicable to this acquisition are (b) (14) (15) (16) (17) (18) (26) and (31), (c) (1) and (2). (XIII) The following clauses are also applicable to this acquisition: 52.204-7, Central Contractor Registration; 52.252-2, Clauses Incorporated by Reference; 252.204-7004 Alt A, Required Central Contractor Registration; 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items; including 252.225-7001, Buy American Act and Balance of Payments Program, and 252.232-7003, Electronic Submission of Payment Requests. (XIV) The Government intends to award a Firm Fixed Priced contract resulting from this solicitation. The place of performance of this pending contract is Peterson Air Force Base, Colorado Springs, Colorado, 80914. (XV) Quotes are required to be received no later than 4:00 pm MST, February 03, 2006.
