Description
The United States Environmental Protection Agency (EPA), Office of Acquisition Management (OAM), Superfund/RCRA Regional Procurement Operations Division (SRRPOD) will issue a solicitation for Brownfields program support for the EPA?s Office of Solid Waste and Emergency Response (OSWER), Office of Brownfields Cleanup and Redevelopment (OBCR). The EPA Brownfield program is authorized under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) (42 U.S.C. 9601 et seq.) as amended by the Small Business Liability Relief and Brownfields Revitalization Act signed January 11, 2002, (Public Law 107-118). EPA?s Brownfields Program is designed to empower states communities and other stakeholders in economic redevelopment to work together in a timely manner to prevent, assess, safely clean-up and sustain the reuse of Brownfields. A Brownfield is a property, the expansion, redevelopment, or reuse of which may be complicated by the presence of a hazardous substance, pollutant, or contaminant and may include properties contaminated by petroleum, controlled substances and mine scarred land. EPA?s Brownfields Program provides financial and technical assistance for Brownfields activities through an approach based on four main goals: (1) Protecting the Environment, (2) Promoting Partnerships, (3) Strengthening the Marketplace, and (4) Sustaining Reuse. Responsibility for the management and implementation of the response portion of the Brownfields Program as well as achievement of the stated goals is vested principally in OBCR and its regional counterparts. Other offices within EPA provide support to the Brownfields Program and may utilize the contract resulting from this solicitation to support those efforts. The contractor receiving this award shall furnish the necessary personnel, supplies, equipment, services and facilities to perform the Statement of Work (SOW). The SOW consists of ten (10) general tasks that will be required to provide program support to OBCR. These tasks are (1) technical research and analytical support; (2) program evaluation; (3) communications outreach; (4) data analysis and survey distribution; (5) guidance support; (6) training; (7) program planning; (8) legislative and regulatory development and analysis; (9) facilitation and meeting support; and (10) program implementation support. It is EPA?s intent to award one cost plus fixed fee, level of effort contract. This procurement will be a full and open competition. The contractor shall have the capabilities to meet with EPA officials, if required, within 5 hours of an emergency notification. The contract?s period of performance shall be for a two-year base period with three one-year options. The contract?s base period has an estimated 100,000 hours of effort with 50,000 hours of effort in each of the option periods. The base and option periods shall have the option to increase the quantity of hours of effort. Prospective offerors are hereby notified that Conflicts of Interest (COI) concerns are to be identified and mitigation plans offered in response to the RFP. In addition, EPA may evaluate written and oral responses to the solicitation. It is anticipated that the solicitation release date will be February 24, 2006 with a due date of 30 days. The draft SOW will be available on the website listed below. The purpose of the FedBizOpps announcement is to notify potential offerors of EPA?s requirements, and to generate the source list. In an effort to streamline the procurement process, and to utilize the internet and electronic communications to the maximum extent possible, the RFP, any amendments, and other related items for this procurement will be posted at this website: http://www.epa.gov/oam/srpod.
