- This is a pre-solicitation notice. ACA, Directorate of Contracting wishes to procure spray painting services, heavy equipment brake drum and hydraulic cylinder repair services exclusively in the El Paso Metropolitan area. These competitive acquisitio ns are 100% set-aside for small business concerns. These requirements will result in a Firm-Fixed price contract, with a one-year basic contract. The applicable North American Industry Classification System (NAICS) code are 423830 (Spray painting services) with a small business size standard of 1,000 employees and 811310 (Heavy equipment brake drum and hydraulic cylinder repair services) with a small business size standard of $6,000,000. This is a Request for Proposal (RFP) solicitation. There will be no pu blic bid opening. The basis for award will be Lowest Price Technically Acceptable. It is anticipated that the solicitation will be issued electronically on or about 07 February 2006 on the Federal Business Opportunities web page at http://www.eps.gov. Pape r copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents. All prospective contractors must be registered in the Central Contracto r Registration (CCR) in order to be eligible for award. Those unregistered in CCR may do so by calling 1-800-334-3414 or by visiting http://www.ccr.gov/. This notice does not obligate the Government to award a contract nor does it obligate the Government t o pay for any bid/proposal preparation costs.
