Description
It is the intent of the National Library of Medicine (NLM), National Institutes of Health (NIH), to procure professional services on a sole source basis under the authority of FAR 6.302 from Mr. Antonio Zamora, Bethesda, MD. The purpose of this procurement is to acquire highly specialized professional services with specific expertise in advanced dictionary and natural language processing technologies essential for advanced applied R&D projects. NLM will have unrestricted rights to use all software codes and data, for NLM purposes only, to be developed under this purchase order. The period of performance shall be 12 months starting on or about March 1, 2006, with one additional one one-year option period. Building on highly specialized knowledge, proprietary technologies and advanced software development experience in support of applied R&D projects in NLM/SIS, the contractor shall accomplish the following tasks in support of ongoing R&D and deployment work on this project: 1. Propose and implement an architecture for general semantic enhancements to the proprietary AZ Dictionary and, based on SIS specifications, implement, test and deploy innovative and highly specialized applications of these new semantic dictionary processing technologies for NLM/SIS applications. 2. Propose specific solutions for integrating NLM?s MeSH (Medical Subject Headings) thesaurus into the AZ Dictionary and, based on SIS specifications, implement and test and deploy innovative search and ranking algorithms and techniques for utilizing the new MeSH component of the AZ Dictionary in NLM/SIS production systems and R & D applications. 3. Propose specific solutions for integrating selected components of NLM?s UMLS (Unified Medical Language System) into the AZ Dictionary and, based on SIS specifications, implement and test and deploy innovative search and ranking algorithms and techniques for utilizing the new UMLS component of the AZ Dictionary in NLM/SIS production systems and R & D applications. 4. Reuse, operationally evaluate and deploy specialized implementations of the AZ Dictionary and NLP parsing technologies in collaboration with the NLM and other federal agencies. NLM has determined that Mr. Zamora is uniquely qualified to provide the above services. Mr. Zamora has highly specialized and relevant expertise, having developed his proprietary AZ Dictionary system, and having implemented specialized algorithms for spelling error detection and correction for general English, medical terminology and chemical names, as well as specialized taggers and parsers in support of SIS?s mission. Mr. Zamora has over twenty years of experience in performing comparable high level professional work at the Chemical Abstracts Service and at IBM. The past three years Mr. Zamora has worked as an individual contractor with NLM. In addition, Mr. Zamora has substantial hands-on experience in relevant areas of information retrieval, database management, natural language processing and innovative software development in NLP applications. Mr. Zamora has expert knowledge of the following key software development tools, all of which are necessary to perform these services: C, C++, Java, Javascript, XML as well as Windows, Solaris and Linux operating systems. This service will be solicited using FAR Part 13 (Simplified Acquisitions). This is not a Request for Quotations (RFQ), nor is a RFQ available; however, all interested parties may submit a capabilities statement which will be considered by the NLM. The capabilities statement should demonstrate that the interested party is able to provide the professional technical services as specified above. All capabilities statements received in response to this notice will be evaluated based on the following evaluation criteria: 1) Experience (50 points) Documented evidence of experience in developing innovative and highly specialized dictionary technologies; documented capability to implement specialized algorithms for spelling error detection and correction for general English, medical terminology, and chemical names; documented ability to develop specialized tagging and parsing tools using natural language processing algorithms and techniques; demonstrate experience in areas of information retrieval, database management, natural language processing, and software development in NLP applications. 2) Soundness of Approach (30 points) Proposal describes the proposed approach to comply with each of the requirements specified in the Statement of Work. The proposal is consistent with the stated goals and objectives. The proposed approach of ensuring the achievement of timely and acceptable performance is well documented and sound. Milestone and/or phasing charts illustrate a logical sequence of proposed events. 3) Costs (20 points) Responses are required within 15 (fifteen) calendar days from the publication date of this notice.
