Description
Notice of intent to negotiate a sole source contract with the Aleut Community of St. George Island Tribal Government and NOAA, National Marine Fisheries Services (NMFS), Alaska Region. The purpose of the contract is to provide for the necessary services to continue the implementation of the official Co-Management Agreement for the Kayumixtax Eco-Office; and provide services related to the protection and administration of Northern Fur Seals and Steller Sea Lions on the Pribilof Islands. The agreement is in accordance with the Marine Mammal Protection Act (MMPA) Section 119, 16 U.S.C 388 and the Fur Seal Act to conserve marine mammals and provide Co-management of subsistence use by Alaska Natives. The period of performance is anticipated to be for twelve months from contract award date, for a Base Year and two One-Year Options. The contractor will be responsible for the following: A. Fur Seal Habitat Management - (1) Annual: Install and remove fur seal rookery closure signs and gates consistent with federal regulations; (2) Annual: Marine debris removal, where and when possible, on fur seal rookeries; B. Island Sentinel Monitoring - (1) ANNUAL: Develop consistent data collection, data entry, and data summary protocols with those on St. Paul Island (2) ANNUAL: Record systematic and intermittent wildlife observations, record simultaneous weather and habitat conditions at observation sites on St. George Island and submitting electronic quarterly reports to NMFS;(3)Develop staff capacity to collect data in the absence of primary Island Sentinel observer; (4)ANNUAL: Monitoring Steller sea lion presence on St. George Island and sending electronic quarterly reports to the NMFS Steller sea lion and Pribilof Islands Program managers; (5) Develop automated data summaries and tables and an interface for specialized queries of the Island Sentinel database; (6) Development of data archive methodology and integration of photo archive and count data into the Island Sentinel database. C. NMFS Facility and Equipment Monitoring ? (1) ANNUAL: Develop a joint-use agreement for the sealing plant;(2)ANNUAL: Monitor NMFS facilities in the absence of the primary NMFS facilities caretaker; (3)ANNUAL: Maintaining the equipment purchased under the co-management agreement in good working condition and keeping an inventory of all equipment.; D. Planning, Meetings, Outreach, and Environmental Review ? (1) Participate in the Pribilof Island Collaborative along with the Traditional Council President; (2)Develop harvest management plans for northern fur seals and Steller sea lions; (3)Develop agreements to include harbor seals in St. George co-management agreement; (4)Support the needs of the Traditional Council president during meetings, conferences, or workshops related to marine mammals, marine ecosystems, and marine fisheries; (5)Provide outreach and education on marine mammal, marine resource issues, and PIC activities to the community; (6) Review of relevant documents including but not limited to the Conservation Plan for the Northern Fur Seal, NMFS marine mammal stock assessments, and draft environmental impact statements; (7) Begin preliminary investigations towards the development of a long-term marine mammal research program for St. George Island. E. Harvest Monitoring and Tissue Sampling - (1) ANNUAL: Serve as St. George fur seal harvest humane observer; (2) ANNUAL: Collect teeth from the annual subsistence seal harvest for NMML; (3) ANNUAL: Record and report annual harvests of northern fur seals and Steller sea lions to NMFS Steller sea lion and Pribilof Islands Program managers; (4) Develop study plan, objectives, methods for the collection, processing and analysis of seal teeth to determine age. F. Research Assistance - (1) Develop capacity and expertise to participate in the annual counting of adult male fur seals consistent with criteria developed by the NMML; (2) Develop capacity and expertise to participate in pup shearing; (3) Develop capacity and expertise to record observations of female fur seal entanglement in marine debris during adult male fur seal counts consistent with those methods employed at other locations; (4) Develop capacity and expertise to participate in authorized disentanglement activities and coordinate and supervise entanglement activities as appropriate; (5)Obtain authorizations or permits under the Marine Mammal Protection Act to participate, conduct, or support marine mammal research activities of interest to the Traditional Council and consistent with activities described in the co-management agreement; (6)Improve staff observation, monitoring, and reporting skills consistent with the scientific method. This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government?s best interest, and must address qualifications pertinent to this requirement. CENTRAL CONTRACTOR REGISTRATION (CCR) - In accordance with Section I, FAR clause 52.204-7, Central Contractor Registration, all vendors wishing to do business with any Federal Government Agency must be registered in CCR after October 1, 2003. The CCR system is intended to be a highly secure, single repository of current and accurate vendor data. Vendor registration is required in the CCR to be eligible for award of any contract. Annual renewal is required to remain active. There is no cost to register in CCR. CCR registration data will be used to streamline contract payments and to assist Federal Agencies in complying with the mandate that all Federal payments are to be made by EFT (Debt Collection Improvement Act of 1996).
