Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY FOR PURPOSES OF CONDUCTING MARKET RESEARCH. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICIATION WILL NOT RECEIVE A RESPONSE. The Missile Defense Agency is conducting market research to determine the extent of small business sources capable of performing as prime contractors for the Deputy for Contracting (MDA/CT) Directorate by providing 50-75 man-years of effort, with the potential to increase to 100 man-years, of Contract Specialists, SPS System Administration, Source Selection Facility, Contract closeout and Contract Policy support. Contract Specialists must have contracting experience with major systems acquisition in both pre- and post award contracting, cost and pricing analysis and contract administration. The Contract Specialists will provide assistance to the customer on the broad spectrum of acquisition, to include but not limited to acquisition planning, development of solicitations and amendments, development of negotiation positions for contracting officers approval, participation in negotiations, development of contract award documents, and handling of contract administration issues. The SPS System Administration functions will include maintaining the Standard Procurement System, ensuring the operating stability and efficiency of the network systems and infrastructure. The Source Selection Facility support will entail assisting Source Selection committee members with technical assistance related to the evaluation and review of competitive proposals, and the support will entail actually running the facility. The contract closeout support will entail closing out large dollar contracts that range from cost-reimbursable, fixed priced, indefinite delivery indefinite quantity type contracts, GSA schedule orders along with various other types of contracts. Large business concerns are not prohibited from responding to this announcement and are not required to submit capability statements. The information provided in response to the SOURCES SOUGHT announcement will be used to finalize the acquisition strategy for this requirement including determining if any or all of the requirements can be set-aside for small business. All small business concerns are required to submit Capability Statements containing the following information. 1. Evidence of the ability to provide services (in whole or in part) similar in scope and complexity to the above requirement. 2. Past performance information demonstrating relevant past experience in any of the functional tasks areas referenced above within the past 5 years. 3. Identification of contracts with total dollar values over $6 Million within the past 5 years, by description of relevant services performed, dollar value, contract number, point of contact with telephone number, and if they were prime or subcontractors on the referenced contracts. 4. Gross annual receipts for the past 3 years. 5. Identification of small business category and/or Socio-economical group. The anticipated North American Industrial Classification System (NAICS) code for this acquisition is 56110; small business size standard is $6 Million. The Government will not reimburse any concern for any information that is submitted in response to this SOURCES SOUGHT request. Any information submitted is voluntary. All interested business concerns are required to respond to this SOURCES SOUGHT announcement via email by 6 January 2006. Responses shall not exceed 7 pages and must include company point of contact, email address, telephone number and fax number.
