Description
NASA/LaRC issued a Sources Sought Synopsis on October 21, 2005 ? sources sought synopsis number NNL06134382L - for the purpose of market research. NASA has completed market research and is proceeding with the acquisition process. NASA/LaRC plans to issue a Draft Request for Proposal (DRFP) for Science, Technology, and Research Support Services (STARSS). This effort includes the following research, engineering and technical support activities: a) Earth and Planetary Science Research, b) Technology research, development and application, c) Earth Science Applications and d) Data Center Services. Specific areas of science support include 1) Algorithm development, implementation and maintenance for both data reduction and modeling of atmospheric characteristics; 2) analysis, interpretation and validation of observations and measurements from satellite, aircraft, balloon and ground-based instruments for understanding and validation of atmospheric models and algorithms; 3) mission/payload/instrument operations support, including pre- and post-launch activities; 4) logistical support and ground facilities to personnel and equipment while conducting remote field experiments. Specific areas of technology development focused on instrument and sensor technologies include 1) design, 2) instrument/sensor development, and 3) instrument/sensor calibration and testing. Specific areas of operations and maintenance of the Atmospheric Sciences Data Center (ASDC), include 1) customer and data services support, 2) operations support in the areas of data production, data management and system/infrastructure management; 3) systems engineering including systems analysis, risk assessment, system development and prototype development and implementation planning. Additionally, administrative and logistical support is required to organize science team and working group meetings, technical interchange meetings, workshops and conferences related to atmospheric science research. This acquisition is a follow-on procurement to the Atmospheric Sciences Research and Technology Support Services (ASRATSS) contract NAS1-02058. Contract information on NAS1-02058 is available on http://foia.larc.nasa.gov/search.cgi The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 541710 and 1,000 employees, respectively. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the DRFP is on or about March 15, 2006. The purpose of the DRFP is to solicit industry comments and questions on the subject requirement prior to issuance of the final RFP. Questions/comments are strongly encouraged from potential offerors on all aspects of the DRFP, including requirements, schedules, proposal instructions, and evaluation approach. Questions/comment are due on or about March 29, 2006, date to be definitized in the DRFP. The industry input to the draft RFP will be considered in formulating the final RFP. Potential offerors are requested to identify unnecessary or inefficient requirements. The DFRP will be issued pursuant to NASA FAR Supplement 1815.201. The Government is not requesting proposals in response to this DRFP, does not intend to award a contract on the basis of this DRFP or to pay for any information received regarding this DRFP. A pre-solicitation conference is anticipated on or about April 16, 2006, details and additional information will be provided in the DRFP. The anticipated release of the RFP is on or about May 2, 2006 with an anticipated offer closing date of on or about June 19, 2006. The firm date for receipt of proposals will be stated in the RFP. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
