Description
NASA/JSC plans to issue a Request for Proposal (RFP) for the design, development, and testing of a parachute system to be integrated into the design of the Crew Exploration Vehicle (CEV). Parachutes will be used as the primary landing system for the CEV for normal and abort landings on Earth. The parachute system and services to be provided shall include the following: Parachute system design, manufacture and delivery; Engineering support for vehicle interface definition and integration; Parachute packing support including packing and rigging materials and hardware; Drop tests including test development support, execution, and analysis; Ground test development, execution, and analysis; Installation of the parachute system into the test vehicles; Post-landing recovery of parachute hardware; Post test/flight parachute inspection, repair, and repacking; and Shipping and storage. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The NAICS Code and Size Standard are 541710 and 1,000 employees, respectively. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFP is on or about February 20, 2006 with an anticipated offer due date of on or about April 5, 2006. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
