Description
CHANGE TITLE to: S -- Sources Sought Notice/Market Survey for Regional Grounds Maintenance/Street Sweeping Services. THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THE GOVERNMENT WILL NOT ACCEPT TELEPHONE CALLS, E-MAILS OR CORRESPONDENCE REQUESTING FOR A BID/SOLICITATION PACKAGE AND/OR SOLICITATION INFORMATION. THERE IS NO BID PACKAGE OR SOLICITATION. IN ORDER TO PROTECT THE PROCUREMENT INTEGRITY OF ANY FUTURE PROCUREMENT, IF ANY, THAT MAY ARISE FROM THIS ANNOUNCEMENT, INFORMATION REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT BE GIVEN AND NO APPOINTMENTS FOR PRESENTATIONS WILL BE MADE. Naval Facilities Engineering Command, Southwest is seeking sources with current relevant qualifications, experience, personnel, equipment, and capabilities to perform a contract to provide all labor, management, supervision, tools, materials, and equipment necessary to maintain improved, semi-improved, and unimproved grounds and street sweeping at various locations in San Diego, Orange and Riverside Counties to include Marine Corps Base Camp Pendleton, and Naval Weapons Station Seal Beach Detachment Fallbrook, CA. Performance will be at various federal sites with the potential for service occurring simultaneously at multiple sites as listed above. Grounds maintenance improved services include lawn care services such as mowing and trimming, edging, aeration, de-thatching, vegetation control and fertilization. Improved services also include irrigation systems operation and maintenance, debris removal, shrub and hedge maintenance, plant and bed maintenance, tree maintenance, storm drainage systems, grounds cover maintenance and semi-improved grounds such as grounds care, storm drainage systems and debris removal. Services also include un-improved grounds care such as vegetation control and storm drainage systems. Street sweeping services includes services such street sweeping and grounds cleanup. The North American Industry Classification System (NAICS) Code is 561730, All Other Technical Services and the Small Business Size Standard is $6.0M. Interested sources are invited to respond to this sources sought announcement by providing, at a minimum, the following: 1) Experience - Briefly describe the Government or Commercial contracts your firm has completed in the last five years showing experience in lawn care, grounds care, storm drainage, irrigation systems maintenance and street sweeping services. Provide contract value, type of contract and period of performance, with a narrative description of the products/services provided by your firm. Experience need to reflect work performed by your firm and not by a subcontractor. 2) Contractors shall specify availability of appropriate equipment and materials (such as mowers, rotary grass edger, pruner (tree saw), irrigation valves/fittings, spreaders, mechanical sweeper, etc.) for work on lawn care, irrigation systems and street cleaning, identify type and quantities of equipment and current location. 3) Contractors shall identify whether their firm is a qualified 8(a) Small Disadvantaged, Small or Hubzone Business. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. However, Naval Facilities Engineering Command, Southwest will utilize the information for technical and acquisition planning. All data received in response to this Source Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the government. Please respond to this sources sought announcement by close of business February 16, 2006 to Naval Facilities Engineering Command, Southwest, Public Works Contracts Core, Code AQ1.SB, 1220 Pacific Highway, San Diego, CA 92132-5190. Responses received after the deadline or without the required information shall be considered unacceptable and will not be considered. Since this is a sources sought announcement, no evaluation letters will be issued to the participants.
