- The Education Center at RAF Alconbury requires computer software for basic skills learning packages in the following areas: Reading Comprehension Mathematics (algebra / fractions ) Writing (grammar / essays / mechanics of, etc) Vocabulary All packages should be geared towards U.S. college prep level. Only one site license is required. The learning packages will be used to help students prepare for placements tests, lower level classes, CLEP and DSST tests. Software should be equivalent to Merit College Prep Software (Reading, Mathematics, Writing, and Vocabulary). This is a solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05. This acquisition is unrestricted. The U.S. Air Force, 423 Contracting Flight, RAF Alconbury, Cambridgeshire, England intends to award a firm fixed price contract for the purchase of educational software. Funds for this requirement are not currently available. The following FAR provisions apply to this RFQ. FAR52.211-6 Brand Name or Equal, if quoting for an ?or equal? specifications of the item/s must be included in the quotation. FAR52.212-1, Instructions to Offerors-Commercial with the following exceptions, delete para. (h), FAR 52.212-2 Evaluation-Commercial Items with the following addenda: paragraph (a) add (1) Meets specifications, (2) Total Price. Evaluation factor (offeror meets specifications) will be considered approximately equal to cost or price. 52.212-4 Contract Terms and Conditions -Commercial Items, 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items (Dev.) and incorporates by reference the clauses identified by the contracting officer: 52.225-13, Restrictions on Certain Foreign Purchases, 52.232-33 Payment by Electronic Funds Transfer - Central Contractor Registration. The provisions and clauses identified as, 52.229-6 Taxes - Foreign Fixed-Price Contracts, FAR 52.246-1 Contractor Inspection Requirements, 52.252-2, Clauses Incorporated by Reference, 52.252-6, Authorized Deviations in Clauses.
