- It is the intent of the Veterans Affairs Northern Indiana Health Care System, Fort Wayne, Indiana to negotiate a sole source contract under the authority of FAR 6.302-1 with American Red Cross, Regional Blood Services, North East Indiana Chapter, Fort Wayne, Indiana for blood products and services. A contract for the period 4-1-06 through 9-30-06 with two one-year pre-priced option years is anticipated. Interested parties have 15 days from publication of this synopsis to submit in writing their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without sufficient information to enable the Government to determine that a firm is qualified and capable to perform contract requirements, will be deemed nonresponsive and will not be considered. A determination by the Government not to conduct a competitive procurement based upon responses to this notice is solely within the discretion of the Government.
