- This is not a request for proposal or a request for quote. There is no solicitation document available. This is a notice of intent of the U.S. Department of Veterans Affairs (VA) at Austin Automation Center (AAC) to negotiate a sole source contract with Eclipsys Corporation of Boston, MA, for a one-year software maintenance contract with 2 one-year options. This service is for the Eclipsys Transition II (TII?) software used by the Veterans Health Administration (VHA) for its Decision Support System (DSS). This software maintenance includes: Periodic functional upgrades to the software and maintenance releases; Support of the VHA sponsored internal DSS Help Desk; Software customization requests; Provision for expert consultation on TII? to the Director of Customer Service and their staff for development of training and documentation materials for internal VA TII? training; Support of the staff in the several DSS functional sections with internal VA maintenance, development, and periodic changes required for the integration of VHA data systems into the TII? software; Consultative support of the DVA Austin Automation Center (AAC) group charged with supporting all mainframe operations related to the software (these functions include, but are not limited to, the following--pre-testing of all database and application upgrades and maintenance releases, establishment and maintenance of all production, test, and training regions, twenty-four hour coverage of processing problems, development of specialized routines and processes); and Technical support of periodic conference calls and meetings between the several VA DSS sections and the Austin Automation Center Group. From what the Government has gathered, no other source is authorized to provide these maintenance services for the Eclipsys Transition II (TII?) software other than Eclipsys. The statutory authority for this sole source procurement is 41 U.S.C. 253(c)(1), and it is being conducted using FAR Part 12 procedures. The determination to open competition based on responses is solely at the discretion of the Government. If a solicitation is issued, no additional synopsis will be published.
