- Description
- The National Institute of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Building and Fire Research Laboratory (BFRL), intends to negotiate on a sole source basis under the authority of FAR 13.106(b)(1), with Vandemusser Design, LLC, of Asheville, NC for scientific services to perform annual CONTAM simulations of ventilation rates. This procurement is a logical follow-on to work already completed by Vandemusser Design, LLC. This requirement will involve the use of existing multizone airflow models of a defined collection of residential buildings in the CONTAM airflow model. The major objective of this procurement is to perform annual simulations to determine ventilation rate distributions for the homes. The North American Industry Classification System (NAICS) code for this acquisition is 541690, and the size standard of $6.5 Million. This notice of intent is not a request for competitive quotations, however, parties that believe they can provide the services noted above may respond to this notice and clearly demonstrate their capabilities in detail so that NIST may evaluate them. Such notice shall be received by February 13, 2006. The Government will then determine whether this procurement could be competed. A determination by the Government whether to compete the proposed acquisition will be based upon responses to this notice.
