Outreach for Operation and Maintenance of the Chevelon Houses and RV sites Apache-Sitgreaves National Forests Black Mesa Ranger District Navajo County, AZ Purpose The purpose of this Outreach Notice is to determine the potential application pool for operating and maintaining a Ranger Station that is no longer needed by the Forest Service. The site is known as the Chevelon Houses and RV sites. The sites are located on the Black Mesa Ranger District, Apache-Sitgreaves National Forests. The authorized officer for this offering is Elaine Zieroth, Forest Supervisor, P.O. Box 640, Springerville, Arizona 85938. The Forest Vicinity Map displays the general location of the facilities. Submitting a Response Interested parties should compile a short (one page or less) response that indicates their name and address, type of affiliation (individual, corporation, state government, etc.), description of proposed use, the expected users and public benefits. Responses will help determine the type of prospectus to be advertised. The outreach will provide the Forest Service a list of interested parties to solicit applications from for issuance of a special-use permit for operation and maintenance of the site. The permit holder will be responsible for applicable use fees, marketing, reservation management, fee collection and property management of the Chevelon Housing and RV sites. Written responses must be submitted to the Apache-Sitgreaves National Forests, Attention: Kate Klein, P.O. Box 968, Overgaard, AZ 85933. The response must be received no later than February 22, 2006. Overview of Opportunity The site is a Forest Service administrative site that was previously operated as a Ranger Station. The Forest Service no longer utilizes the facilities. The permit holder may be authorized to use all government owned facilities and infrastructure under the terms of the special use permit. The permit holder will be responsible for operation and maintenance of all the facilities including the water and sewage system. The permit fee may be offset in whole or in part by the value of Government maintenance and reconditioning, according to Granger-Thye fee offset regulations. Facilities being offered in this prospectus are 3 houses, 2 duplexes, 12 RV sites, 11 apartments, one 1700 sq. foot office and approximately 8,000 sq. ft. of workshops/garages/storage buildings. The Apache-Sitgreaves National Forests, administered as one National Forest from the Supervisor?s Office in Springerville, encompass two million acres of magnificent mountain country in east-central Arizona. The high, cool elevation of the Mogollon Rim and the string of man-made lakes in the ponderosa pine forest are within a 45 minute drive of the sites covered by this prospectus. The Mogollon Rim is a dramatic 1000-foot escarpment that is the southern boundary of the Colorado Plateau. The facilities are located approximately 45 miles south of Winslow via a paved road and about 35 miles north of Woods Canyon Lake via graveled roads. The sites are located at an elevation of approximately 7,000 feet in ponderosa-pine vegetation type. The major recreation activities in the summer and fall are driving for pleasure, camping, picnicking, fishing, mountain biking, boating, horseback riding, hiking, photography, hunting, viewing wildlife and fall colors. Winter offers sledding, cross-country skiing, snowshoeing, snowmobiling and ice fishing. The Forest provides good habitat for a wide variety of wildlife species, such as elk, deer, antelope, black bear, turkeys, songbirds and small mammals. Fishing is a major attraction on the lakes near the area. Temperatures during the summer are relatively mild, averaging from 50? to 75? during the day. Nighttime temperatures average about 45?. July and August are typically rainy months, with daily afternoon thunderstorms. Late August and September temperatures average about 60?, with lows at night around 25? to 30?. The area receives approximately 20 inches of precipitation in the form of snow and rain.
