Description
The U.S. Coast Guard is setting aside this acquisition for Small Business concerns. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS Code is 336611 and the SIC is 3731. The acquisition is for drydock repairs to the USCGC SHACKLE (WYTL-65609), a 65 foot B class Harbor Tug, at the contractor?s facility. This procurement is geographically restricted from Eastport, ME to Manomet Point, MA with no open water transits. The simplified acquisition will be issued as a best value Request for Quotes (RFQ), on or about March 8, 2006 with quotes due on or about March 20, 2006 via the Federal Business Opportunities (FEDBIZOPPS) web page at www.eps.gov. The Government reserves the right to cancel this solicitation, either before or after the quote opening/closing date. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). Drawings are still available in hardcopy; however, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested drawings. The home pier of the vessel is South Portland, ME. The vessel?s availability is for forty-two (42) calendar days, starting on/about August 1, 2006. The scope of this acquisition is for drydock repairs of various items aboard the USCGC SHACKLE (WYTL-65609). The work will include, but is not limited to clean and inspect fuel tanks and grey water tanks, remove, inspect, and reinstall propeller shaft, remove, inspect, and reinstall propeller, clean, inspect, and test grid coolers, preserve transducer hull ring, overhaul and renew valves, remove, inspect, and reinstall rudder assembly, coating system thickness testing, painting of draft markings, routine drydocking, provide temporary logistics, preserve surfaces in forepeak compartment, renew hull plating, relocate hull pressure switches, preserve port and starboard voids, renew fire and smoke detection system, install towing hawser stop, renew half-rounds, and GFP report IAW solicitation. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualifications procedures.
