Description
This synopsis is a revision of the synopsis originally publicized on December 6, 2005 for Presolicitation Notice N0060406R0004. For informational purposes, the original timeframe stipulated in accordance with FAR 5.203 has been met. The Regional Contracting Department, Fleet and Industrial Supply Center, Pearl Harbor, Hawaii intends to negotiate a sole source contract for Flight Safety Support Services to ACTA, Inc. for the Pacific Missile Range Facility on the island of Kauai, Hawaii under the authority of FAR 6.302. The proposed acquisition is to provide flight safety mission planning support, technical analysis, flight safety analysis and missile probabilistic risk analysis for missile flight operations using the Range Risk Analysis Toolset (RRAT) to perform the analyses. This requirement is unrestricted. The NAICS code is 541330 and the small business size standard is $23M. The prospective contractor must be registered in the Central Contractor Registration (CCR). The proposed contract action will result in a Time and Materials Indefinite Delivery Requirements type contract. In accordance with FAR 52.217-9, Option to Extend the Term of the Contract, the Government anticipates that the contract! will be awarded for a one-year base period of performance with four (4) one-year options, for a total of five (5) years. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received by the closing date. A determination by the Government to not compete this proposed effort on a full and open competitive basis based upon responses to this notice is solely within the discretion of the Government. The solicitation will be available on or about 14 February 2006 at http://www.neco.navy.mil. All amendments and notices shall be posted at this website. It is the offeror?s responsibility to check the website periodically for any amendments or notices to this solicitation.
