- The U.S. Army Corps of Engineers New York District intends to issue an Invitation For Bid (IFB) for the award of a firm-fixed contract for the deepening of the existing elevation of the PJ3 Federal Navigation Channel System to a depth of 53.5 feet (M LW). The project area is located at Port Jersey Channel, Bayonne, New Jersey. The Project consists of the dredging and disposal of Rock and non-rock material. The non-rock material unsuitable for Historic Area Remediation Site (HARS) placement will be d isposed at an Upland Disposal Facility and/or a contractor proposed disposal site(s). The HARS suitable material will be placed in a HARS site designated by the Government, and placement at MOTBY Habitat Enhancement. The rock material will be placed at a r eef location designated by the Government. The estimated price range for this project is between $100,000,000.00 and $250,000,000.00. The selected contractor must complete the work no later than 770 calendar days from the receipt of the Notice to Proceed. This project is being solicited as an UNRESTRICTED procurement. The applicable NAICS Code is 237990. The media selected for the issuance of solicitations and amendments shall solely be at the discretion of the Government; accordingly, the media utilized f or this project are the Internet and CD-ROM. Paper copies of this solicitation, and amendments, if any, will not be available or issued. Interested parties may download and print the solicitation, at no charge at http://nanebs.nan.usace.army.mil/advertised solicitations.asp. Project specification files and drawings are portable document files (PDF) and can be viewed, navigated, or printed using Adobe Acrobat Reader. Minimum system requirements are Pentium-based personal computer, Microsoft Windows 95 or grea ter, and 32 MB application RAM. A registration page is attached to the web site, and prospective bidders are required to register to receive notice of any amendments and or addenda that may be issued to the solicitation. Utilization of the internet is the preferred method, however CDs will be available upon written request stating the solicitation number, or project name, complete company name and street address (we will not deliver to P.O. Boxes), telephone and facsimile number (including area codes). Make check or money order payable in the amount of $10.00 to USACE, NY. Solicitation documents for this construction effort will be available on or about 17 February 2006. The Bid opening date will be on or about 20 March 2006 at 2:00 P.M. Registration Require ments: DFARS 252.204-7004 Required Central Contractor Registration (CCR) applies to this procurement. Prospective contractors must be registered in the Department of Defense CCR database prior to award. Lack of registration in the CCR database will make an offeror ineligible for award.
