Description
The Nashville District Corps of Engineers intends to issue a solicitation for design-build proposals to construct a concrete seepage barrier at Wolf Creek Dam, which is located near Jamestown, Kentucky. The estimated time for this solicitation is Ma y 2006. This is a Sources Sought Synopsis to measure the market capability and interest in this project. The following is a general description of the work involved. Major components of the seepage barrier construction include (1) Excavation and placeme nt of approximately 400,000 cubic yards of shot rock on the upstream slope of the dam creating a permanent, 75-foot wide stone berm at elevation 750, (2) Installation of a work platform on the upstream slope where the embankment wraps around the concrete portion of the dam, (3) Installation of a 400-foot long grout curtain at the upstream toe of the concrete portion of the dam, approximately 150 feet of the curtain will be over water, (4) Installation of a fan grout curtain from the dams gallery-about 2 ,000 linear feet, (5) Installation of balanced stable grout curtain along length of the 3940-foot long embankment, (6) Total linear footage of grout boring is about 250,000 linear feet with about 10 percent more rock than soil drilling; top of the grout ho les is at elevation 750 the invert elevation of the grout curtain is 425, drilling through the embankment shall be accomplished with a resonant sonic rig or approved equal, (7) Placement 1.5 million cubic feet of balanced stable grout, (8) Installation of concrete seepage barrier having a minimum 2-foot thickness extending from elevation 750 to elevation 475 with the exception of sloping wraparound embankment section which is lower than elevation 750, (9) Development of slurry and waste disposal area on adj acent Government property and (10) Construction of new access road from State Highway 127 to connect with the Power House road immediately downstream of the dam. The contractor shall monitor performance by taking regular measurement from an existing inve ntory of instrumentation. The project range is expected to be between 250 and 500 million dollars. The North American Industrial Classification System (NAICS) code for this work is 237990, Other Heavy and Civil Engineering Construction, with a small busi ness size standard of 28.5 million. Interested companies should be able to verify they can meet the 100 percent bonding requirement for performance and payment bonds and be registered in CCR with representations and certifications available through ORCA.
