Description
RFI 741-17-05 Document Imaging and Electronic Workflow Management Technology. Department of Veterans Affairs Health Administration Center REQUEST FOR INFORMATION 1.0 SUBJECT The VA Health Administration Center (HAC) is issuing the Request for Information (RFI) to take the appropriate measures, in accordance with the Department of Veterans (VA) Health Administration Center (HAC) laws, regulations, and requirements to ensure the ability to integrate document imaging applications with existing technology through the use of work flow. 2.0 DESCRIPTION The Contractor will be required to assist the HAC in delivering document imaging technology to be used in support of HAC operations. The Contractor administrative support functions will include, but not limited to, distributing documentation, maintaining logs and files, copying and providing administrative support, as required. Normal service requirements consist of review, analysis and recommendations for workflow process improvement, support, maintenance and design of document imaging technological solutions, customer support, and troubleshooting document imaging technologies. This may include assisting with the selection of new products or identifying existing HAC software that will satisfy all business requirements. Specifically, this RFI seeks the following deliverables: The Contractor shall perform a detailed analysis of HAC imaging technology as scheduled by COTR. The Contractor shall perform a detailed analysis of HAC business processes to include recommendations for improving the current business process related to OCR, and use of imaging technology for workflow and record maintenance. A detailed, written report that reviews all recommendations, to include cost/benefit analysis, will be delivered after assessment and analysis are completed and within five workdays of assignment. The Contractor will input all accomplished documentation to include but not limited to program assignments and specifications, into a project tracking system on a daily basis. The COTR will review and approve final written report prior to contract expiration. The COTR shall assure the requirements of the contract are provided consistent with industry standards. All deliverables and other material (software and reports) generated by the Contractor in the performance of this contract are the property of the United States Government and are confidential and property of the United States Government and are confidential. 3.0 ADMINSTRATION QUALITY ASSURANCE (QA) The government shall evaluate the Contractor?s performance under this contact. All defective performances shall be reaccomplished when observation indicates deficiencies in the quality of the service. A method of identifying deficiencies in the quality of service before the level of performance deteriorates to an unacceptable level. The Contractor will have sufficient expertise in the area of document imaging and electronic workflow management technology to assist in the automation of HAC Operations. 4.0 PERSONNEL QUALIFICATIONS AND EXPERIENCE Personnel assigned by the Contractor to perform required duties must at a minimum be able to show documented training and have recent experience performing functions in Stellant Acorde Context Imaging, system administration and end user support. Additionally the integration of disparate systems to provide a business based process solution is required. Verity Teleform forms automation including Medi-Claim is extremely important for a success in this position. The Contractor must have a minimum of three years fulltime experience in the performing similar functions and duties. The Contractor shall be able to read, understand, speak, and write English. 5.0 PRIOR PERFORMANCE Past performance (quality of deliverables, timeliness and adherence to deadlines, client satisfaction) on similar work. Past performance shall be demonstrated by brief descriptions of prior similar work in three engagements, including name, position, email address and phone number of the customer for each engagement. The Government may contact references. 6.0 TECHNICAL CAPABILITY/METHODOLOGY Knowledge of functional requirements The contractor?s knowledge of Document Imaging, Optical Character Recognition, and Electronic Workflow Management Technologies. The contractor?s knowledge of workflow systems and their implementation and design Knowledge of Technical Requirements Demonstrated understanding of the current state of the art concerning the technologies applicable to the purpose of this Request for Quote (RFQ), based on the completeness of the contractor?s response to this RFQ. Demonstrated understanding of the technical approach necessary for completing the tasks listed in this delivery order, based on the completeness and correctness of the contractor?s response to this RFQ. 7.0 CERTIFICATION REQUIREMENTS: The following information shall be submitted with RFI 1) Quantity and type of experience with Document imaging Technology. 2) Quantity and type of knowledge and ability in the integration of disparate systems. 3) Quantity and type of experience in implementing, designing, and supporting document imaging workflow in support of business practices. 4) GSA contract information including expiration date. 8.0 SUBMISSION INFORMATION REQUIRED Please include, at a minimum, the following information in the initial paragraph of the submission: -Vendor Information, including point of contact -Vendor background, capabilities -Qualifications, including prior experience, in performing similar services. - Past experience/performance points of contact -Estimated pricing ? include catalog information, if available. -Website -GSA or other GWAC, if available.
